The Fleet and Industrial Supply Center Norfolk, Detachment Philadelphia intends to acquire on an other than full and open competitive basis, software maintenance services of Template software in support of the Naval Reserve Information Systems Office (NRISO), New Orleans, LA. Maintenance services will be acquired in accordance with FAR part 12, Acquisition of Commercial Items. The requirement is for six months of software maintenance, commencing 1 April 2000, with four twelve-month option periods. This acquisition is being processed pursuant to Federal Acquisition Regulation (FAR), Part 6.302-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." Template Software, Inc., the developer of the software to be maintained, issues licenses for the use of its proprietary software products, which remain the property of Template Software, Inc. Those software products in use at NRISO are as follows: Foundation Template Developer, 15 ea; Workflow Template Developer, 15 ea; SMT Developer, 1 ea; Web Template Application, 3 ea; Additional Platform for Web Template Application, 1 ea; Foundation Run-time Environment, 21 ea; Workflow Template Run-time Environment, 21 ea; Foundation Developer Environment, 14 ea; Foundation Template Run-time, 400 ea as of 1 April 2000; 1400 ea as of 1 July 2000; and 5048 ea for each of the four twelve-month option periods; and Workflow Template Run-time, 400 ea as of 1 April 2000; 1400 ea as of 1 July 2000; and 5048 ea for each of the four twelve-month option periods. Responsible sources may submit concise documentation for consideration regarding their ability to provide the required software maintenance, as well as financial and technical information. However, this notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no contract award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded to FISC Norfolk Detachment Philadelphia, to the attention of W. A. Woodring, Code 02P21E, and reference Solicitation N00140-00-Q-G511. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. If no affirmative written responses advantageous to the Navy are received within forty-five calendar days after publication of this notice, award will be made to Template Software, to provide the required software maintenance.
