the due date and to answer the questions received prior to the original
due date. a. Quotes are due by COB 4 Feb 00. a. Following are the
questions and their answers which were received prior to 27 Jan 00: (1)
Q. The databases currently running in Approach and FileMaker Pro are to
be converted/consolidated into what kind of database systems? A.
Databases currently running in any application other than OMNIS are to
be converted/consolidated into a relational database using OMNIS. (1)
Q. What system documentation such as software design documents,
database schemas, source code, user manual etc. is available? A. System
documentation shall consist of source code and PDF files with on screen
explanation of data elements. (3) Q. Are current database schemas
classified or is only the data classified? Of the financial database
requirements and personnel database requirements which will be a
migration of existing systems/databases and which will require new
development? A. All database schemas, database modules and data
elements are either classified unto themselves or through compilation.
(4) Q. The SOW indicates that the TAO intends to upgrade to Omnis 7
version 3.6.4 with web enabled options; is there any intention to
migrate to Omnis Studio. A. There is no intent at this time to migrate
to Omnis Studio. (5) Q. Given the planned upgrade to version 3.6.4
with web enabled options, is the intent of this effort to deliver stand
alone applications or a web enabled application? If web enabled, what
security issues may be involved? A. We currently operate and will
continue to operate on a classified network. (6) Q. Which portions of
the SPS/PD2 Acquisition Systems are to be emulated? A. PDF files of
contract documents and forms to share with vendors. (7) Q. Which IRS
and contracts module forms are to be generated? Are these to be blank
forms or populated with data from the database? A. IRS Form 1099 and
related information populated with data from the OMNIS database. (8) Q.
It appears that you are looking for a price only and no proposal. Is
that correct? A. Price is correct; however, please provide evidence of
top secret clearance and Omnis experience. . (9) Q. What are the
evaluation factors for award? A. Experience with Omnis 7 and price. It
is mandatory that the vendor have a current Top Secret Clearance. (10)
Q. The SF 1449 states the quantity for Item 0001 as 600 hours. Para 1.7
states the scope of services is limited to 1200 hours. Please explain
this difference. It appears you expect 600 hours of work but also want
to constrain the amount of deliverable hours to 1200. A. Intially the
award will be for 600 hours. Since this is a level of effort contract
there will be options for up to an additional 1200 hours. Total amount
of hours will be limited to 1800. (11) Q. Block 10 of the SF1449 states
that this acquisition is set aside for small businesses. SYTEX is a
small business in SIC Code 4814. This meets the requirements, correct?
A. Correctt. (12) Q. Are the databases themselves classified? A. The
content of the database is classfied. (13) Q. What is the period of
performance? A. Within 30 days ARO. The contract will run at least one
