Point Mugu plans on extending the Period of Performance (POP) for a
pair of multiple award contracts, originally awarded on 01 September
1998, to Comptek Federal Systems and Veridian, for an additional two
years. The contracts were awarded for $28,698,246 (536,072 man-hours)
and $26,669,267 (536,072 man-hours), respectively. This requirement was
originally synopsized on 16 October 1997 as follows: " The Naval Air
Warfare Center Weapons Division intends to contract on a Cost Plus
Fixed Fee basis for technical engineering support services for
Electronic Combat Systems and Warfare Systems necessary to perform
Electronic Warfare (EW) missions as assigned. The EW Division is
responsible for performing program definition, development, test, and
evaluation (DT&E); perform requirements definition, research, design,
development, prototype fabrication, assembly, manufacture, integration
and testing related to Intelligence and Mission Planning Systems;
production support; operational support; in-service engineering; and
fleet support related to radar warning receivers (RWR); emitter
targeting; missile warning; electronic surveillance; electronic
countermeasures (ECM); electronic counter-countermeasures (ECCM);
electronic support measures (ESM); command, control, communications,
and intelligence (C3I) countermeasures; Electronic Intelligence (ELINT)
systems; EA-6B systems; as well as Electronic Combat (EC), Radar
Frequency (RF), Electro Optical (EO), infrared (IR), and laboratory
support systems. Estimated period of performance is 01 September 1998
for two years with no option with an estimated level of effort of
134,000 hours per year anticipated. It is anticipated the issue date
for RFP N68936-98-R-0006 will be on or about 31 October 1997 with a
closing date 45 days after date of issue. The requirement is
unrestricted. This solicitation will be made available electronically
on the Internet at http://www.nawcwpns.navy.mil/~contract/rfp-nawc.htm.
Firms unable to obtain the solicitation off the Internet will be issued
a copy of the solicitation upon request." The RFP was posted at the
NAWCWD web site for solicitations. When the RFP closed only COMPTEK and
Veridian submitted offers. Due to the limited usage of these contracts,
the lack of interest in the first competition and the cost of
re-competing the requirement, it is considered to be in the best
interest of the Government to extend the POPs of the current contracts
without further competition. However, the Government is using this
synopsis to further test the marketplace. If there is further interest
