COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 2,2000 PSA#2528EXPRESSIONS OF INTREST: ASSISTANT CONTRACTING OFFICER (1) NATO-SACLANT
requests expressions of interest for a one year position with two one
year extension options of a Assistant Contracting Officer, beginning
01 April 2000. (2) Principal Duties: (a) Develops, manages, supervises
or performs policies and procedures involving the procurement of
supplies, services, research and development, cost and price analysis,
selection and solicitation, negotiation and award of contracts through
invitations to tender or negotiation. (b) Requires knowledge of the
uniform commercial code, knowledge of business and industry practices,
sources of supply, cost factors, cost and price analysis and price
analysis techniques. (c) Performs the duties as the Assistant
Purchasing and Contracting Officer in accordance with the NATO
Financial Regulations, NATO Fiancial Rules and Procedures and the
ACLANT Financial Manual. (d) Perform the duties as the Assistant
Contracting Officer. Perform all necessary actions for effective
contracting ensuring compliance with the terms of the contracts, and
safeguarding the interests of the Nations in Contractual relationships.
(e) Develop, Co-ordinate, negotiate and administer the following
documents for the command; Memorandum of Agreement (MOA), Memorandum of
Understanding (MOU), Foreign Military Sales (FMS) contracts,
Cooperative Research and Development and Agreements. (f) Extract
details for financial documents and enter them into automated finance
and accounting system. (g) Act as the Secretary of the Headquarters'
Contract Awards Board in lieu of the Purchasing and Contracting
Officer. (h) Act as the Headquarters' Property Accounting Officer if
assigned. QUALIFICATIONS: (a) Essential Qualifications; (1)
Professional (a) 10 years experience as a government or international
organisation contracting professional with job titles such as "Contract
Specialist, Contract Administrator, Cost and/or Price Analyst,
Contracting Officer or Procurement Analyst". (b) Practical experience
of modern officer automation applications, e.g. MS Office and automated
contracting systems such as Oracle or SAP. (c) International
contracting experience working with contracts in foreign currencies,
various intellectual property rights clauses, a variety of cost
estimating techniques. (d) Demonstrated ability to formulate, negotiate
and administer contracts from simple supply purchase orders to foreign
military sales contracts and various forms of agreements. (2)
Education/Training (a) University degree in accounting, business
finance, law, contracts, economics, business management or similar
field. (b) Specialised training in management of contracts, economic,
statistical and/or finanical analysis. (c) Formal training in tender
offer development, pre-award terms and condition development, contract
negotiations, contract administration, business law, or similar
courses. (3) Security Clearance (a) NATO SECRET. (4) Remarks; Attends
training courses/seminars to maintain functional and professional
competence. (b) Must be able to travel within NATO and in support of
out of areaoperations up to 50 percent of the time. INSTRUCTIONS FOR
