This procurement is 100% set-aside for Historically Black Colleges and Universities and Minority Institutions (HBCU/MI). The contract area is located within Orleans and St. Bernard Parishes, LA. The initial job-training project will focus on preparing unemployed or under-employed persons residing in the targeted area to work on the construction contracts scheduled for award in late Fiscal Year 2000. The successful contractor will provide a comprehensive job-training program, assessment of recruits, referral services, training in basic job skills, technical training in construction skills, placement services, and monitoring and support of program graduates. The Corps intends to award one (1) contract as a result of this solicitation. The award will be determined by the selection of an offeror whose proposal reflects the best combination of features, whether or not the offeror's price is the lowest, i.e., best value.
