This is a notice of intent to negotiate with North American Top-Gun, Inc. on an other than full and open competitive basis for flight demonstration of the SNJ aircraft in support of U.S. Naval Test Pilot School (USNTPS) student exercises at Patuxent River, MD. Market research found the specified contractor to be the only company able to provide a two-seat version of the unique aircraft at the specified time with a qualified safety pilot. The required performance dates, 26 March 2000 through 03 April 2000, are mandatory for completion of the USNTPS syllabus. The Government intends to negotiate on a sole source basis with North American Top-Gun, Inc. THIS IS NOT A REQUEST FOR QUOTATION.
