Postal Service is soliciting proposals from pre-qualified firms for the design-build of two new carrier annexes on USPS-owned sites as follows: approximately 12,500 SF on a site of approximately 159,000 SF located on the southeast side of Telegraph Road southwest of Calavo Street in Santa Paula, CA ; and approximately 15,000 SF on a site of approximately 125,000 SF located on Grande Vista Drive in Thousand Oaks, CA. The design-build contractor will be responsible for completing the design documents while conforming to postal medium standard building design (MSBD) requirements. The work may include design and construction of off-site improvements, and utility improvements and connections. Coordination with local jurisdictions, application, payment and submission for plan check and permits will be required and is the responsibility of the design-build contractor. The work is to be completed within 270 days after receipt of notice to proceed. Estimated range is $2.25M-$2.75M for the Santa Paula project, and $3.75M-$4.25M for the Thousand Oaks project. Funding approval has not yet been received but is expected prior to contract award. Contractors may submit offers on one or both projects. Although a separate contract will be awarded for each project, a contractor may receive more than one of the contracts. The minority subcontracting goal for this contract is 11%. The contractor must submit a report to the contracting officer each accounting period [once a month] describing all subcontract awards to small, minority, or woman-owned businesses.
