The Los Alamos National Laboratory, operated by the University of
California or the Department of Energy (DOE), Los Alamos, New Mexico,
hereinafter referred to as the "Laboratory," requires Design-Build
services for a security communications trunk line. This communications
line will provide the path for security data transmissions between the
two primary alarm stations and outlying sites. The security system
protects nuclear materials, classified information, and other
high-value assets. The total length of the trunk is approximately 7
miles. The trunk is anticipated to be a fiber optic system in
underground duct banks. The laboratory intends to award a firm-fixed
price contract to the successful design-build firm that best meets the
laboratory's goals and objectives. Selection will be based on the
best-value source selection process using a two-phased approach: Phase
1, being the Request for Qualifications (RFQ) and Phase 2, being the
Request for Proposal (RFP). This advertisement addresses the RFQ phase
and search for qualified Offerors. The objective of this RFQ is to
select about three firms or teams to receive the RFP for the design
build contract based upon a best value selection process. To be
qualified, each offeror must show: 1. Project Management skills are
available to support the project, including its organizational
structure, Corporate support, teaming, or partnering with other
subcontractors. 2. Resumes of Key Personnel with applicable experience,
availability, and commitment. 3. Exhibit experience and past
performance of Design and Construction of Projects,
Environment-Safety-Health Performance,Quality, Baseline Control,
Flexibility and Adaptability, Risk Management, Conversion of Design to
Construction, and Labor Union Interactions for a project of this
magnitude. 4. Technical considerations such as: Transferring Title 1
Design to Construction quality drawings, Coordination of
Design-Engineering- and Construction, Approach to QA/QC and ES&H, Risk
Management Process, Problem Identification and Resolution processes,
Labor Force and Equipment Availability, and Financial Condition and
Capability. THIS IS NOT A REQUEST FOR PROPOSAL. No other notification
