material and equipment necessary to perform ferry slip repairs at the
U.S. Coast Guard Governors Island East and West Ferry Slips and
Manhattan Slip #7. The work includes renewal of timber sheeting and
damaged and missing timber wales in all Slips, renewal of the cable
wrap at the West Slip center dolphin and pile and fender replacement at
the east side of Slip #7. This Invitation for Bids is being issued
pursuant to the Small Business Competitiveness Demonstration Program
and is open to both large and small business participation. This
project consisting of a Base Bid plus two Optional Items is estimated
between $1,000,000 and $5,000,000. The applicable SIC Code is 1629 The
tentative date for receipt of bids is 10 April 2000. Bid packages will
be available on or about 10 March 2000 at a non-refundable charge of
$25. Certified Checks or money orders should be made payable to
Commercial Blue Print and Supply and mailed to the firm at: 83 Waverly
Street, Jersey City, NJ 07306. Do not send fees to the Coast Guard.
For minority, women owned and disadvantaged business enterprises: the
Department of Transportation (OSDBU) has programs to assist minority,
women owned and disadvantaged business enterprises to acquire short
term working capital and bonding assistance for transportation related
contracts. This is applicable to any eligible prime or subcontract at
any tier. The DOT bonding assistance program enables firms to apply
for bid, performance and payment bonds up to $1 million per contract.
The DOT provides an 80% guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
