circular rods; Detector with a sealed long-life protomultiplier; Mass
range of 10-1200 Daltons; Scan rate of 6000 daltons/sec. This is a
combined solicitation/synopsis for a commercial item prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
RFQ00Q0028 is issued as a Request for Quotation (RFQ) The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-14. This action is not a small
business set-aside. The SIC code is 5049, and the small business size
standard is 100 employees. Offers shall provide a price proposal for
the purchase and installation of the following item: Item 0001 -- Gas
Chromatographer with Mass Spectrometer, 1 each. Gas Chromatograph shall
have the following features: Temperature programmable oven with two (2)
capillary column capacity with a 10,660 cm3 volume. Temperature
programmable oven up to 450 degrees centigrade. Dual line vacuum
fluorescent displays for setup and status. Integral autosampler tray
using 2mL vials with four wash and four waste bottles normal, slow, or
fast injection modes. 0.5uL, 5uL, or 50uL syringes with injection
volume programming from method. 0-15 viscosity settings, and access to
either of two injectors from method from one autosampler. Capillary
split/splitless injector upgradable to two injectors. Full electronic
pneumatics settable in flow, pressure, or velocity. Electronic split
flow in ratio or flow. Charcoal trap in split ratio, or flow.
Split/splitless operation. Temperature of 50 to 450 degrees centigrade.
Variable or constant carrier programs. Barometric pressure and ambient
temperature compensation. Upgradable for future injector maintenance
without venting the MS. Integral digital link to mass spec. data
system, buffered storage of chromatographic data, allow full instrument
and autosampler control from mass spec. data system. Mass Spectrometer
to include the following: Quadrupole with prefilter, molybdenum
circular rods, prefilter rods, mass range of 1-1200 Daltons, mass
stability of 0.1 m/z accuracy over 48 hours. Electron voltage of 10-100
ev. Turbomolecular pump with 250 L/sec volume capability, electron
ionization mode, field upgrades to posititive/negative chemical
ionization. Detector with a sealed long-life photomultiplier, scan rate
of 6000 daltons/sec., linear dynamic range of 10*5 compound, 10*7
electronic, full scan sensitivity 1 pg OFN at s/n of 10:1 rms. Windows
NT operating system, at least 350 MHZ Pentium computer, at least 64 MB
RAM, CD-ROM, operating software, 17 inch monitor, sound card, speakers,
at least 4.3 GB hard drive. Installation and one (1) year on-site labor
and parts warranty, most current NIST library with NIST chemical
stuctures database, free software upgrades. INSPECTION AND ACCEPTANCE
TEST -- The Government will conduct an acceptance Test after
installation of equipment to determine if equipment meets system
criteria as described above. COTR will provide written documentation to
the contractor concerning approval/disapproval of the Acceptance Test.
INSTALLATION -- Installation shall be coordinated with COTR. WARRANTY
-- Contractor shall provide a one (1) year warranty on the total
system. DELIVERABLES-Gas Chromatograph with Mass Spectrometer, 45 days
after award. All hardware, software and firmware shall be year 2000
compliant as defined under FAR Part 39. Delivery is FOB Destination
with all freight included in the delivered price. Deliver to: US Secret
Service, FSD, 950 H Street, NW, 4th Floor, Washington, DC 20001
Thefollowing FAR provisions are applicable to this RFP -- FAR 52.212-1,

Representations and Certifications -- Commercial Items (Oct 1999); FAR
52.212-4, Contract Terms and Conditions -- Commercial Items (May
1999); FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items (May 1999);
(additional clauses cited in 52.212-5 that apply to this acquisition
are: 1,8,9,11,12,13,14,15,22). Offerors must include a signed copy of
the Representations and Certifications with their offers. Copies of the
Representations and Certifications are available on-line at GSA's web
page at www.arnet.gov/far. The contract specialist will not accept
telephone call requests for copies of the FAR provisions. Offerors
shall submit descriptive literature and drawings detailing features,
technical capabilities and warranty data. EVALUATION PROCEDURES-In
accordance with FAR Clause 52.212-2, the following factors are added to
paragraph (a): Offerors technical capability, price and past
performance shall be evaluated. Technical capability shall be evaluated
as pass/fail on above mandatory requirements. Past performance and cost
shall be evaluated in accordance with the procedures in FAR Part
15.305. Award shall be made to the offer that is most advantageous to
the Government based on technical capability, price and past
performance. The Government intends to award a firm-fixed price
contract to the responsible offeror whose proposal, conforming to the
items listed herein, will be the most price advantageous to the
Government. Award will be on an all-or-none basis with respect to the
listed items. All offers, which shall include a technical proposal (to
include past performance), a price proposal, and signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service, Procurement Division, 950 H Street, NW, Suite 6700,
Washington, DC 20001 Attn: Renea Morton, for receipt not later than
3:00 p.m. Tuesday, January 25, 2000. Award is anticipated within thirty
