The ISR Integration Program Office wishes to identify potential sources for an existing Commercial Off the Shelf (COTS) video processing capability. The scope of work includes, but is not limited to, providing a capability to input video simultaneously from three continuous (streaming) sources -- two analog (NTSC and/or PAL) and one digital (MPEG2 transport stream); and converting the analog video to digital (SMPTE 259M/MPEG2) for editing and archiving. The capability should also provide the ability to select individual frames from the video streams for archiving in NITFS, JPEG, or Sun Raster formats. The digital video will be capable of being edited, annotated, and archived by an operator using a workstation that can be integrated into an existing architecture using Government-furnished SUN Ultra 60 or equivalent workstations. The three video sources will be operator selectable with the ability to edit one source at a time. The ability to create MPEG1 segments for subsequent retrieval by web based browsers is also required.
