synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
No. DTRS57-00-Q-80020 is issued as a Request for Quote (RFQ). This
solicitation is being conducted under Simplified Acquisition Procedures
(SAP) FAR Part 13.5. This solicitation document and incorporated
provisions are those in effect through Federal Acquisition Circular
97-15. The Standard Industrial Classification Code is 7374 and the
small business size standard is $18.0M. The Volpe National
Transportation Systems Cente r (Volpe Center) plans to procure a sole
source acquisition with Progress Software Corporation Sterling, VA. to
provide Progress Client Networking and Workgroup Database software .
The Items listed are for brand name specific, they are as follows: Item
No. 1: Progress Workgroup RDBMSV9 Software and User license (5 users),
25 EA; Item No. 2: Progress Workgroup V9 Annual Maintenance and
Support (5 Users), 25 EA; Item No. 3: Progress Client Networking V9
Software and User License (5 Users), 25 EA; Item No. 4: Progress Client
Networking Annual Maintenance and Support (5 Users), 25 EA; Item No. 5:
Progress Pro Vision Plus V9 Development Software and User License for
1 user, 1 EA; Item No. 6: Progress Pro Vision Plus Annual Maintenance
and Support for 1 User, 1 EA; Item No. 7: Progress Perso nal RDBMS V9
Software and User License, 15 EA; Item No. 8: Progress Personal RDBMS
V9 Maintenance and Support 15 EA. A fixed-price purchase order is
anticipated. Delivery shall be FOB Destination 30 days after award to
the following address: U.S. Department of Transportation, Volpe Center,
125 Munroe St., Receiving Dock, Cambridge, MA 02142, Attn: John
Fiorillo, DTS-68. The provision at 52.212-1, Instruction to Offers --
Commercial, is herebyincorporated by reference. The provision at
52.212-2, Evaluation -- Commercial Items: The Government will award a
purchase order to the offeror whose offer is considered to be most
advantageous to the Government, considering factors will be price and
delivery time. Small Business firms that are interested in proposing on
this requirement must su bmit with their offer the brand name cited
above in order to be considered, equals will not be accepted. Offers
will be received on an all or none basis. All Offerors must include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with their offer. The clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, is
incorporated by reference. The clause at 52.212-5, Contract Terms and
