A -- MODIFICAITON -- RESEARCH AND DEVELOPMENT OF TOTAL SHIP MONITORING SYSTEM (TSMS) PROJECT DESIGNS AND CONCEPTS SOL N00024-00-R-6310 POC Contact Point, William Snider, (703) 602-0951 x683; Contracting Officer, James Watts, (703) 602-0951 The Program Executive Office for UnderSea Warfare (PEO(USW)), Advanced Systems and Technology Office (ASTO), Arlington, VA is soliciting new and innovative designs and concepts for use in the Total Ship Monitoring System (TSMS) Project. This CBD modification provides clarification regarding the information released in the original BAA announcement for the TSMS Project. The Government is currently developing a Low Cost Total Ship Monitoring System (TSMS). The design will be based on COTS and Open System Architecture standards it is expected that design will significantly reduce material and installation. TSMS is a submarine noise monitoring system, which monitors how much noise the sub is putting into the water. The system tells submarine crew if there is a problem with noise emissions, which could cause the submarine to be detected. The TSMS consists of an array of approximately 220 sensors (accelerometers) uniformly distributed along the submarine hull. The sensors are mounted internal to the submarine and directly to the hull. Data is collected by a telemetry system based on the Towed Array IPT (TAIPT) system and provided to a centralized processor for processing and display. The system has the capability of interfacing with and processing existing external noise monitoring hydrophones. Since the baseline design is under development, new concepts or system designs are not being solicited. The project includes system installation planning, development and demonstration of low cost sensors and signal processing. The scope of the BAA and the funding in FY00 (if available) is: -- System Installation Planning $650K -- Sensor Design $250K -- Signal Processing Development $250K -- Display/display technology $250K Additional information on the scope of the BAA is provided below: System Installation Planning Installation cost study of TSMS design currently under development. Potential for SHIPALT development when final TSMS design completed. Sensor Design Sensors with coverage up to 20Khz with unit cost below $300.00. Signal Processing Acoustic monitoring algorithm development. Display Technology Acoustic monitoring displays with improved man/machine interface for detection, and localization of noise problems. Proposed efforts may address specific areas or components where offerors wish to participate or may address the entire scope. Where multiple areas are proposed, proposals should be structured so that each area identified above is separately delineated. Proposed effort must have the potential for demonstrating the required performance and/or affordability improvement against the defined threats in the specified environments.
