Tank-automotive and Armaments Command is issuing a broad agency
announcement (BAA) to solicit concepts to augment on-going activities
to identify and develop alternatives to the capabilities provided by
existing anti- personnel submunitions in mixed systems, entire mixed
systems, and non-self destruct anti- personnel landmines other than
man-in-the-loop concepts. These items constitute the scope of the DoD
Landmine Alternatives Track 3 effort. Concepts solicited include
system, system of system, and operational concepts involving changes to
doctrine, tactics and force structure that provide militarily
advantageous capabilities as identified in Appendix B of the BAA.
Concepts may include, but are not limited to, sensors, command, control
and communications systems, precision guided munitions, autonomous
robotic systems, combat identification systems and algorithms, and
improvements to direct & indirect fire weapons systems. The U.S. Army
Office of the Program Manager for Mines, Countermines and Demolitions
has been tasked by DoD to execute the concept exploration BAA of the
Track 3 effort. The U.S. Army Tank-automotive and Armaments Command and
the US Army Communications and Electronics Command are providing
technical management and functional expertise in the planning and
execution of the Track 3 effort. The BAA solicits ten page white papers
that will describe the offerors concepts for alternatives. Multiple
white papers are acceptable and encouraged. Up to ten firm fixed price
purchase orders, each valued at $100,000, will be awarded to the
selected offerors to continue with the development of their concepts.
Follow-on development contracts may be awarded to promising concepts.
The type of contracts for follow-on efforts will be determined. If
awarded a material concept purchase order, the offeror will be required
to develop his concept in sufficient detail for the subsequent
evaluation of its battlefield utility (via modeling and simulation) and
an assessment of the technology risks which would be conducted in a
follow-on phase. The tasks will include system configuration
development, system and subsystem level performance predictions,
development of tactics, techniques, and procedures (TTPs), and
addressing the technologies that are critical to the concept. If
awarded an operational concept (non-material) purchase order, the
offeror will develop his concept in sufficient detail for the
subsequent evaluation of its battlefield utility (via modeling and
simulation) which would be conducted in a follow-on phase. The efforts
will include the development of doctrine, tactics, and force structure
that are critical to the concept. Viable concepts will help shape
future operational requirements and to help formulate an investment
plan for the acquisition of alternatives under the Track 3 Program. The
DoD has budgeted approximately $220 million to aggressively pursue the
development of alternatives under the Track 3 program from fiscal year
2000 to 2005. The period of performance for the purchase orders is
envisioned to be 3 months. The white papers are due March 3, 2000. The
purchase orders are anticipated to be issued NLT 60 days after receipt
