Lockheed Martin Energy Research Corporation, (the "Company"), acting under its Prime Contract No. DE-AC05-96OR22464 with the United States Department of Energy (DOE), requests expressions of interest from U.S. colleges and universities for receiving a Request for Proposal for superconductivity research and development. Proposals will be accepted only from U.S. colleges or universities for subcontracted research between the Company, managing contractor for Oak Ridge National Laboratory, and the proposer to research the stability and quench protection of long wires produced using the high-temperature superconductor yttrium-barium-copper-oxygen (YBCO) on buffered, textured metallic substrates. The protection of coils made from these wires will also be researched. The Department of Energy's national laboratories have demonstrated the capability to produce short samples of these superconducting coatings with unprecedented capability to carry electrical current. The development of private sector capability to continuously manufacture long lengths of YBCO wires is underway, with at least five U.S. based industry teams performing research and development activities towards scale-up. Specific goals for the college or university are to measure the stability, quench behavior, and normal zone propagation of long lengths of YBCO wires cooled with liquid nitrogen and with a cryocooler. An additional objective is to assess the potential for use of the relatively large heat capacity of solid nitrogen for protection of small YBCO coils. The anticipated duration of the project is 24 months. Interested parties may obtain the Request for Proposals by contacting the subcontract administrator, E. M. Schilling by e-mail at e7s@ornl.gov, by 4 p.m. EST February 15, 2000. Requests for Proposals will be issued to all responding parties only by electronic means, by close of business February 18, 2000.
