constitutes a Broad Agency Announcement (BAA) for the Naval Facilities
Engineering Service Center (NFESC) under FAR 6.102 (d)(2) for
information. This BAA supercedes the previously issued BAA
N47408-96-R-6342 and N47408-98-R-3940 and all associated cutoff dates.
Abstracts submitted under these previously issued BAAs will be
considered "expired" three (3) years from the cutoff date for which
they were submitted (e.g. 6/30/96 cutoff expired 6/30/99 and 11/30/96
cutoff expired 11/30/99). "Expired" abstracts will no longer be
available for contract award under this program. Abstracts that were
submitted under the previously issued BAAs may be resubmitted (if found
acceptable or unacceptable) under the new criteria outlined in this
announcement. All abstracts submitted under this and future
announcements of this BAA will expire three (3) years from the cutoff
date for which it is submitted, and must be resubmitted after that
time. NOTE: Due to the evolving nature of innovative technologies and
the Navy's requirements, abstracts receiving an "acceptable" rating
under one cutoff date may or may not receive a similar rating under a
future cutoff date. SIGNIFICANT CHANGE: All abstracts must now be

a timely manner as no extensions to this cutoff date will be made.
Abstracts submitted after this cutoff date will be considered for the
next cutoff date (every six months). CRITICAL NOTE: A CONTRACTOR
LICENSE/REGISTRATION IS NOT REQUIRED FOR THIS BAA, BUT A CONTRACTOR IS
REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE'S CENTRAL
CONTRACTOR REGISTRATION (CCR) IN ORDER TO DO BUSINESS WITH THE
DEPARTMENT OF DEFENSE. NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR
THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTRATING WITH THE DOD
CENTRAL CONTRACTOR REGISTRATION. THE DOD CENTRAL CONTRACTOR

site is located with the abstract submittal form. This innovative
technology search may be used by NFESC and other government agencies to
actively seek out new and innovative environmental technologies and
methodologies that reduce environmental impacts from past, present, or
future military operations. The environmental issues and areas of
concern for this BAA apply to government installations worldwide. To be
eligible for consideration and possible award of a contract for a field
application, the technology or methodology must be: (1) new and
innovative, (2) in the Advanced Development Stage (not requiring
further research or design development prior to field application), and
(3) capable of full scale implementation if the application is
successful. The innovative technology must not be a commercialized
technology or already used by the Navy in full-scale applications. The
following are two Topics included under this BAA and not under
separate BAAs, which encompass a full range of environmental issues to
be addressed. TOPIC NO. 01: TECHNOLOGIES AND METHODOLOGIES FOR
ENVIRONMENTAL ASSESSMENT, RESTORATION, AND CLEANUP -- NFESC is seeking
innovative technologies and methodologies to assess and remediate
existing pollution generated by past military operations. This topic
includes a wide range of materials, processes, and services related to
site restoration and remediation. TOPIC NO. 02: TECHNOLOGIES, PROCESS
DESIGN CHANGES, AND MANAGEMENT PRACTICES FOR POLLUTION PREVENTION --
NFESC is seeking innovative technologies, process design changes,
management practices, and methodologies to minimize the amount of
pollution generated during present and future operations and
maintenance. The major P2 thrust areas are (but are not limited to) to
reduce, recycle, and/or eliminate the use of hazardous materials from
machine and metal working, cleaning and degreasing, metal plating and
surface finishing, painting and coating, paint stripping, ordnance
manufacturing/demilitarization, pesticides/herbicides, composites,
refrigerants and solvents, and Halon in firefighting operations. Major
compliance issues are (but are not limited to) controlling air
emissions, characterization and monitoring of wastewater discharges,
treatment and storage of HM/HW, noise and oil spill control, assessment
and monitoring. As stated above, abstract submittals to this BAA shall
be submitted through the ELECTRONIC FORM ONLY. Each electronic form
shall address only one technology or methodology and one topic.
Separate forms shall be submitted for each additional topic or
additional technology or methodology. The submittal shallconcisely
describe the innovative technology for Navy application and shall be
evaluated according to the following CRITERIA which should be
specifically addressed in the form: (1) The overall innovativeness of
the technology, (2) The scientific/technical merits of the technology,
(3) Concrete objectives of the offer (offeror should clearly state the
objectives of a field application project), (4) The offeror's
capabilities, related experience, personnel, techniques, or unique
combination of these which are integral factors in achieving the
offeror's proposed objectives, (5) The estimated cost for a field
application project including (but not limited to): permitting issues,
mobilization and demobilization, chemicals and equipment, safety
considerations, and any other considerations necessary to successfully
apply the technology in the field. Approved abstracts will be
available to Government personnel on the Internet through a protected
web site. No additional data may be submitted for this BAA and
information submitted in addition to that on the submittal form will be
discarded. Abstracts will be evaluated on their own merits and will not
be evaluated against each other, since each presents a unique
technology with no common work statement. A peer review board of
engineers and scientists will review the submittals to this BAA after
the cutoff date. Based on the review results, and subject to the
availability of funds and demonstration sites, contractors with a
technology or methodology considered applicable to a specific
environmental need may be asked to contract for a field application of
their technology or methodology. Multiple contracts may result. THERE
IS NO COMMITMENT BY THE NAVY TO MAKE ANY CONTRACT AWARDS, NOR TO BE
RESPONSIBLE FOR ANY MONEY EXPENDED BY THE OFFEROR BEFORE AN AWARD OF A
FIELD APPLICATION CONTRACT, SHOULD IT OCCUR. The purpose of any
resulting contract will be to apply the innovative technology or
methodology in the field to solve a specific Navy environmental
problem. Notes: (1) The preceding data should be sufficient for
completing an electronic form. (2) There are no solicitation documents
applying to this BAA. (3) As no funding for demonstration contracts
has been reserved in advance, NFESC will be passing approved abstracts
to other Federal Government activities to seek demonstration sites and
funding. (4) Some Federal Government activities may employ civilian
contractors to determine the applicability of an offered technology to
specific environmental projects. Any information which may be
sensitive to review by such personnel should not be submitted in the
form. (5) NAVFAC Contracts Office will reply to all offerors once the
Navy's Technical Evaluation Board (TEB) has reviewed all forms
submitted for this cutoff date. Individual TEB evaluation results will
be forwarded to all offerors and will state whether or not the
Government is interested in contracting for a field application project
if funding is available. (6) Abstracts deemed "acceptable" under BAA
N47408-96-R-6342 or N47408-98-R-3940 should not be resubmitted under
this BAA unless they have "expired" as defined above. (7) New
submission of abstracts under BAA N47408-96-R-6342 or N47408-98-R-3940
will not be accepted for evaluation. For more information regarding
