Threat Reduction Agency (DTRA) plans to issue a sole source contract to
General Atomics to advance the state of the art of thermionic power
conversion in the United States, develop high performance and highly
reliable thermionic converters which provide high output power per unit
of system mass, and demonstrate the capabilities of these converters.
Specifically, the Statement of Work for the proposed effort includes
the following: contractor will conduct life test of the
conductively-coupled multi-cell (CC/MC) that was fabricated under
contract DSWA01-98-C-0088; test the CC/MC with the intent of
determining the impact of design parameters (e.g., cesium pressure,
operating temperatures, etc.); develop refractory metal technology
which supports the design of a CC/MC, including continuation of
single-crystal tungsten allow development, and also the development of
highly-oriented rhenium emitters for use in advanced converters. This
is a follow-on effort that focuses on the technologies that were
identified as the most promising of all tasks addressed under the
original contract DSWA01-97-C-0088, with General Atomics (GA). DTRA
plans to award this effort as a sole source contract to GA because they
are the only source capable of fulfilling the requirements of the
effort within the time and funds available. This is estimated as a
12-month, 6-8 man year effort. See Note 22. Any other firm desiring
