ARCHITECT-ENGINEER CONTRACT FOR FAMILY HOUSING REPLACEMENT AND
REVITALIZATION PROGRAM SUPPORT FOR VARIOUS LOCATIONS IN NORTHERN AND
CENTRAL CALIFORNIA. THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL
INFORMATION NEEDED TO SUBMIT SF-254 AND SF-255 DOCUMENTS IS CONTAINED
HEREIN. This solicitation is issued "unrestricted" for an Indefinite
Quantity Firm Fixed Price Contract. SIC Code for this procurement is
8712 and the annual size standard is $4,000,000.00.
Architectural-engineering services required are primarily architectural
in nature but a strong full service team is required. Special emphasis
is placed on the capabilities of the structural (seismic), mechanical
and electrical team members in the renovation of existing facilities.
Contract term will be a one-year Base Period with options for four (4)
additional one-year periods. Each period will be one year from date of
contract award/exercise of option or until award of the annual maximum
of $1,500,000, whichever occurs first. A minimumof $25,000 is
guaranteed for the initial Base Period and for each exercised Option
Period if no work is ordered after contract award/option exercise.
Multiple task orders may be awarded with similar delivery schedules
requiring the selected firm to provide services with overlapping
work/delivery dates. Specific projects will be identified at a later
date but will likely include an emphasis on family housing-type
facilities. Notice: If the selected firm prepares the statement of
owner's requirements for Design/Build procurements, the firm is
prohibited from competing during the subsequent design/construction
procurement stage. Professional services are required to support the
Navy's family housing construction and renovation program. Support is
required in the area of building, landscaping, and infrastructure
construction and renovation. While most services will address the
family housing units, professional services may be required to
construct community structures such as community buildings,
recreational buildings, or other similar support facilities.
Professional services required include: architectural design, landscape
architecture design, planning, geotechnical engineering, civil
engineering, structural engineering, electrical and mechanical
engineering with an emphasis on site utility planning and development,
fire protection and life safety, identification and management of
hazardous materials (primarily asbestos and lead-based paint), cost
estimating (use of the SUCCESS cost estimating software program is
required), preparation of economic analyses, surveying, topographic
mapping and aerial photography, preparation of site engineering
investigation documents, preparation of statements of work/requirements
for design/build procurements, preparation of contract documents for
the demolition of existing structures and utilities, and preparation of
plans and specifications for design-bid-build procurement strategies.
Project requirements for the renovation of existing housing may also
include: housing unit assessments, site and utility assessments,
revitalization recommendations, estimates of cost for the proposed
revitalization, and provision of construction contract support
services. Selection will be based on the following criteria which are
numbered in order of importance: (1) Recent specialized experience of
the firm and its consultants in (a) The planning, development, and
design of new family housing, including site and utility development.
Experience in the development of DOD/Navy family housing sites is
especially valuable. (b) Experience in the preparation of statements of
work for design/build procurements, for both new construction and
renovation. Experience in the preparation of these of documents for
DOD/Navy family housing is especially valuable. (c) Experience in the
estimation of the cost of large housing developments, especially site
development and utility costs. (d) Experience in the identification and
abatement of hazardous materials (especially lead-based paint and
asbestos) in the demolition of structures and utilities or in the
abatement of these materials in facilities to be renovated. (2)
Professional qualifications of the proposed team, particularly with
regard to their experience in providing services outlined in the
contract scope and as defined in Criteria (1). (3) The firm's history
of past performance/customer satisfaction on similar projects, as
evidenced by specific references, awards, and repeat business, from a
representative selection of the firm's Government and civilian clients.
The firm's quality and cost control procedures, and successes, should
be documented and will be evaluated. The firm's performance of quality
control and proposed quality control program will also be addressed
during the selection interview. (4) The ability of the firm and its
consultants to accomplish multiple simultaneous projects, up to the
yearly dollar limits indicated above, without sacrificing quality and
within reasonable periods of time acceptable to the Government, as
evidenced by specific examples of past performance on similar projects.
(5) The location of the firm within the geographical area to be
serviced, and the firm's knowledge of and experience within that area.
(6) Demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility design.
(7) Volume: Volume of work previously awarded the firm by the
Department of Defense (DOD) in the past 12 months with the objective of
effecting equitable distribution of contracts among qualified
architect-engineer firms, including minority owned firms and firms that
have not had prior DOD contracts. (DO NOT PROVIDE THIS INFORMATION
SINCE THE GOVERNMENT HAS THE DATA) The estimated start date for the
contract is June, 2000. The estimated completion date (including
options and construction contract support) is June, 2005. In order to
expedite your firm's consideration regarding the above criteria, the
following application data from the SF-255 Blocks 7, 8, and 10 shall be
presented as follows:(Block 7) Provide a matrix for the design team
including alternates. Individual rows should be labeled with the names
of the team members and their proposed team assignments. Columns
should be labeled as follows: firm name and office location; percent of
time to be spent on this team; location of professional registration;
number of years of professional experience; number of years with
current firm. For project managers and team leaders: identify the
number of teams (design, subcontractor, and joint venture partners)
they have managed over the past three years; highest education level
and area of specialization (example: BS, mechanical engineering).
(Block 8) In matrix form, identify which team members worked on the
projects listed under Firm Experience and in what capacity. Individual
rows should be labeled with project titles. Columns should be labeled
with the team members' names. (Block 10) Include a tabular listing of
all "Excellent" performance ratings and letters of commendation from
both private andDOD clients, designating your role (prime,
subcontractor, or joint venture partner). These ratings should be dated
1994 or later. Provide a list of projects to be used for evaluation of
Criteria (1) that started construction since 1994 and include at least
the following data: design completion date, construction completion
date, percent differentials between contract award amount and estimated
construction cost (note whether bid or negotiated). For the proposed
Project Manager, provide specific examples of experience in the past 3
years managing similar contract types or management of multiple
concurrent delivery requirements. Provide a list of recent projects
performed by the firm, or joint venture partners and appropriate
subcontractors, in the contract geographical area. Provide a list of
subcontracting goals for this contract demonstrating your commitment to
small businesses. List the names of the Small Businesses (SB), Small
Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB),
HUBZone, and Historically Black Colleges and Universities/Minority
Institution (HBCU/MI) Businesses you plan to utilize, the type of work
to be performed, the small business size status of the firm (i.e., SB,
SDB, etc.), the dollar amount anticipated to be subcontracted to each
firm, and the percent of subcontract dollars awarded to each firm. For
informational purposes, the Navy's goals are: SB is 60% of
subcontracted work, SDB is 5% of subcontracted work, WOSB is 5% of
subcontracted work, HUBZone is 1.5% of subcontracted work, and HBCU/MI
has no established percentage of subcontracted work. If a large
business concern is selected they will be required to submit a
subcontracting plan prior to award that provides goals that meet or
exceed the goals provided with the SF-255. At the selection interview,
A-E firms slated for interviews must submit: their Design Quality
Assurance Plan (DQAP), including an explanation of the management
approach; an organizational chart showing inter-relationship of the
management and designteam components; specific quality control process;
a portfolio of design work; a listing of present business commitments
and their required completion schedules; and performance references
from other than Engineering Field Activity, West (or its former name,
Western Division NAVFACENGCOM) personnel (include 3 or more with names
and telephone numbers of the contract administrators). For
consideration, provide one submittal package, including original SF-255
and one original SF-254 for each firm proposed. Additional information
requested of applying firms: Indicate solicitation number in block 2b;
CEC (Contractor Establishment Code) and/or DUNs number (for the address
listed in block 3) and the Taxpayer Identification Number (TIN) number
in block 3; telefax number (if any) in block 3a. Use block 10 of the
SF 255 to provide any additional information desired. SF-255 shall not
exceed 30 printed pages with a minimum font size of 10 (double-sided
counts as two pages). All information must be included on the
SF-255(cover letter, other attachments, and pages in excess of the 30
page limit will not be evaluated). Firms not providing the required
information in the format and content specified may be negatively
evaluated. Telegraphic and facsimile SF-255 will not be accepted. Site
visits will not be arranged during the submittal period. In accordance
with DFAR 252.204-7004, all firms must be registered with the Central
Contractor Registration (CCR) prior to any award of a contract. To
obtain information on registration, offerors may call 1-888/227-2423,
or via the internet at "http://ccr.edi.disa.mil". Responses are to be
submitted to Marc Feinberg, Code 645, Engineering Field Activity West,
Naval Facilities Engineering Command, Bldg. 208, 1st Floor, 900
Commodore Drive, San Bruno CA 94066-5006; not later 3:00 PM Pacific
Standard Time, March 2, 2000. Submittals received after that date and
time will not be considered. The outside corner of mailing envelope
shall be labeled as follows: A-E Services, N62474-99-D-6100. Thisis not
a Request For Proposal. This is a notice of intent to contract for
architect-engineering services and the only general notification to
interested firms that will be made. All known information relating to
the work which may be ordered under the ensuing IDIQ contract award has
