Honduran Social Investment Fund (FHIS), with the financial support of
the United States Agency for International Development (USAID) Mission
in Honduras, is asking for expressions of interest and applications
for pre-qualification with the purpose of forming a roster of
construction companies in the United States of America and Honduras,
that may demonstrate sufficient experience and capacity in the area of
road and bridge reconstruction. The Government of Honduras (GOH) is
initiating the permanent rehabilitation of the highways and bridges
damaged by Hurricane Mitch. The rehabilitation program will be
implemented by FHIS and directly managed by a special executing unit.
The funding for this activity originates in the United States Agency
for International Development (USAID) and the Government of Honduras
(GOH). All the contracting processes under RECAP activity shall be in
accordance with the Contracting Procedures for Host Countries existing
between theGOH/USAID -- Contracting Procedures of USAID Host Countries
and the GOH contracting procedures. The RECAP Project will rehabilitate
roads and bridges located in the Departments of Atl ntida, Yoro, Col n,
Choluteca and Valle. The total combined value will be approximately
fifty million Dollars (US$ 50 million). Only pre-qualified firms from
Honduras and the United States of America are eligible for bidding in
these works. The rehabilitation works financed by RECAP shall include
the following: a) 2000 kilometers of unpaved roads; b) 2000 lineal
meters of short bridges (most of them less than 15 m long); c) 30 km.
of paved highways (in dispersed sections); and d) 20 km. of cobblestone
roads using labor-based techniques. The completed pre-qualification and
certifications-related information should be received not later than
February 25, 2000, at 2:00 p.m., in the following address: Tim Truitt,

The preferred distribution method for the pre-qualification documents

flexible 3.5" diskette to the RECAP Office, located in Colonia San

fax (504) 236 -- 7272. If a printed copy of the documents is required,
it should be specifically requested to this same Office, but both a
printed copy and a diskette copy will not be issued. The announcement
of this invitation for pre-qualification appears in the Commerce
Business Daily (CBD), Official Gazette of the United States Federal
Government and may be seen and downloaded from INTERNET using the USAID
