combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation: proposals are being requested and A WRITTEN SOLICITATION
WILL NOT BE ISSUED. Solicitation number 9T0Z004A is being issued as a
request for quotations (RFQ). The solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-12. This procurement is for the
following: (1) PC based operating in a Windows environment; (2) Systems
simulation will provide six degree of freedom aircraft dynamic
simulation, including auto-throttle and autopilot emulation, aircraft
subsystem modeling, sensor simulation, and avionics bus traffic
formulation and interface; (3) Aircraft and environmental simulation
models include: engine models; aircraft models; wind models;
atmosphericmodels; magnetic variation models; and navaid models; (4)
Avionics subsystem models include: navigation radios including DME,
VOR, TACAN, and ILS; inertial navigation unit (INU); global positioning
system (GPS), integrated INU/GPS; attitude; air data computer;
autopilot/auto-throttle/flight director; fuel summation unit; radar
altimeter; and aircraft clock; (5) Allow the student to perform a
flight freeze/fast forward function, the ability to configure the
aircraft initial position, elevation, heading, weight, and fuel; (6)
Allow emulation of multiple pieces of USAF E-4B avionics hardware in an
aircraft cockpit setting that provides real-time flight emulation to be
operated in the context of simulated flight; (7) The equipment
emulation will operate in an environment where interplay between
critical cockpit devices such as FMS, AFCS and EFIS systems can been
seen; (8) The emulated equipment will be operated in an environment
simulating actual aircraft performance, using real navigation data that
can be kept current, and where malfunctions and external aircraft
situations can be modeled; (9) The emulated instruments will behave and
interact in a manner as they would in the real cockpit; (10) The
emulated avionics equipment will include: EFIS ADI; EFIS HSI; EFIS
Control Panel; Autoflight Mode Control Panel ;IRS Control Panel;
Navigation Radio Tuning Panel; Throttle Quadrant; Flap Lever; Gear
Lever; Speed Break Lever, and Primary Engine Instruments; (11) The PTT
and emulated cockpit hardware displayed shall resemble the actual
aircraft equipment with regard to scale, size, function, look,
character size, colors, brightness, fonts, messaging, logic, audible
signals, timing, etc.; (12) Be capable of accessing and processing
navigational databases available to the actual operational aircraft;
(13) The PTT software will simulate actual USAF E-4B aircraft flight
dynamics to provide realistic fidelity and flight management operation;
(14) The PTT will have a joystick to _fly_ the _aircraft_ via a
separate display which will dynamically represent surrounding terrain
and aircraft orientation; (15) The emulated cockpit hardware will be
displayed on dual screen (21-inch minimum each) displays; (16) The
contractor will provide PTT technical document sets applicable for
students, instructors, technicians, etc. Included are: users_
instructions; top-level block diagrams of mechanical, electrical and
software components; mechanical and electrical drawings; wire lists;
instructions for instructors and maintenance personnel; theory of
operations pursuant to troubleshooting and maintenance, and the
commercial manuals and distribution media for systems external to the
PTT software, such as the PC operating system and computer; (17) For
each PTT, two hard copies of each document and one soft copy version of
the documentation; (18) Support and instructions to execute field
re-load of software as required to ensure the PTT remains current with
future system operation of actual aircraft OFP's;_ (19) The government
reserves the right to testand evaluate the PTT prior to acceptance;
(20) The PTT operational power will be 115 VAC and 50-60 Hz; 15 amps
maximum per circuit; (21) All PTT hardware and software components will
have a three-year warranty to cover defects. F.O.B. Point: OFFUTT Air
Force Base, NE. PLEASE ACKNOWLEDGE ALL REQUIREMENTS ON QUOTATIONS. No
partial quotes will be considered. Please indicate FOB destination in
quote. The provision at FAR 52.212-1, Instructions to Offerors, applies
to this acquisition. The government will award a contract resulting
from this RFQ to the responsible offeror whose offer conforming to this
notice will be most advantageous, representing the best value to the
government price and other factors considered. The following factors
shall be used to evaluate offers: (1) Technical (a) technical
capability of the item offered to meet the requirements, (b) past
performance and (c) delivery terms-ability to meet required delivery
schedule and (2) Price. Evaluation of past performance shall be based
on information provided by the offeror and any other information from
other sources. The offeror, submitted with the quote, must identify two
federal government contacts or task orders for which the offeror has
performed work similar to the statement of work. The offeror shall
provide a point of contact, telephone number for each contract or task.
Type of Contract: A firm fixed price definite quantity, definite
delivery contract shall be awarded. Date of delivery is no later than
150 workdays from receipt of award. The offeror shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial
Items, applies to this acquisition. In addition to the guidance
contained in FAR 52.212-4, contractor shall submit proof of delivery
with their invoices. Proof of delivery may be in the form of a bill of
lading or other shipping document signed by the receiving office.
Invoices received without proof of delivery will not be accepted. The
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to
this acquisition. Quotes shall be e-mailed to the Contracting Officer
