The Fleet and Industrial Supply Center Norfolk Detachment Washington intends to award a sole source contract for Civilian Employee Assistance Program (CEAP) counseling services for the Office of Naval Intelligence (ONI). The intended sole source for this requirement is Behavioral Factors, Inc. of Ft. Washington, MD. The contractor shall be responsible for providing 16 hours of counseling services each week, maintaining case files, and providing education and prevention training sessions to supervisory and non-supervisory staff. Counselors shall possess a Sensitive Compartmented Information (SCI) clearance at all times and successfully complete a Single Scope Background Investigation (SSBI). Using Behavioral Factors, Inc. will prevent disruption of existing cases and avoid the cost duplication associated with obtaining the required security clearances. This will be a Firm Fixed Price contract, and will commence on 01 April 2000. The contract will consist of a base year and four (4) one-year option periods, plus the period afforded under FAR 52.217-8.
