Detachment Philadelphia intends to procure an estimated 82,000 man
hours of engineering and technical services in support of the
implementation of H-60 helicopter avionics and weapon systems
modifications. The services will be provided in support of the
preparation and implementation of Class I engineering change proposals
to the H-60's avionics and weapon systems. Services are required in
support of major configuration changes and integration efforts such as:
Modify AVR-2A sensors of advanced aircraft survivability equipment
suite; integration ultra low maintenance battery system directed by
operational safety improvement program number 06-01; engineering and
integration support of the integrated maintenance diagnostics system
and SH-60B armed helo integration. Services will be required during the
period from 1 June 2000 through 31 May 2002. The Government anticipates
the placement of a labor hour contract consisting of a base year and a
one year option period. The Government intends to procure the required
services on a sole source basis from DynCorp Information and
Engineering Technology, Inc., Fairfax, VA pursuant to the authority of
10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements" as implemented
by Federal Acquisition Regulation 6.302-1. DynCorp is the only firm
with the technical expertise in the H-60 configuration and integration
process that is necessary to provide the required services. DynCorp
has provided critical system engineering and integrated logistic
support in the formulation and development of the modifications to be
implemented. Deployments and mission requirements dictate minimal
availability of the aircraft for the implementation of required
avionics and weapon systems modifications. Only Dyncorp has the
requisite technical knowledge and expertise to install and integrate
the required modifications within the limited aircraft availability
time frames involved. Interested persons may identify their interest
and capability to respond to the requirement. This notice of intent is
not a request for competitive proposals. However, all proposals
received by the specified response date will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. The Standard Industry Code (SIC) for this
