301-443-4980 The Center for Substance Abuse Treatment, Substance Abuse
and Mental Health Services Administration, Department of Health and
Human Services contemplates awarding a three year cost reimbursement
contract with two option years. This is a total small business
set-aside procurement. SIC 8742. Award of this requirement is subject
to the availability of Fiscal Year 2000 funds. The purpose of this
contract is to provide logistical, technical and editorial expertise
and assistance to the State substance abuse (SA) agencies and their
contractor in support of the Substance Abuse Prevention and Treatment
(SAPT) Block Grants. The contractor is to maintain the Treatment
Improvement Exchange, consisting of maintaining a consultant exchange,
holding medium and large meetings, and preparing reports and
documents. A DRAFT Statement of work, and DRAFT performance standards
criteria will be posted on SAMHSA's Internet website at
http://www.samhsa.gov [see Contracts]. The DRAFT items are posted in
order to obtain industry comments, and industry compatible standards,
if applicable. Interested Parties are encouraged to review the draft
items and send comments electronically to: Ltantard@SAMHSA.GOV.
Comments will be received until February 11, 2000. The estimated
issuance date of RFP 270-00-7077 is February 17, 2000 with responses
due approximately March 21, 2000. The solicitation may be obtained in
either of two ways; by mail, or electronically, by downloading a file
from the World Wide Web at http://www.samhsa.gov/contract. Files will
not be made available on the World Wide Web until on or after the
estimated issuance date. Download instructions are posted on the Web.
Once downloaded, you should determine if you have a continuing interest
in the RFP. If so, you must either write the individual identified
above that you wish copies of amendments to the RFP (if any) sent to
you by mail or check the Web regularly for amendments which will also
be posted there and can be downloaded electronically. You may choose
any of the twomethods for obtaining amendments. Note, however, that if
you rely on the Web for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing. Fax requests will be
accepted at (301)594-0535. Please confirm that your fax request has
been received. Requests will be filled on a first-come, first-served
basis until the supply is exhausted. Telephone requests will not be
