This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
requirement is being issued as a Request for Proposal. Solicitation
number M67004-00-P-0014 is assigned and shall be a referenced on all
proposals. This action is restricted to small businesses and the small
business awarding size standard is $5 million. The Standard Industrial
Classification (SIC) Code is 8748. Solicitation documents and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13 and Defense Acquisition Circular 91-13. The
USMC Program Management Office for Marine and NBC, 2033 Barnnet Ave.,
Suite 315, Quantico VA, 22134-5010, has a requirement for assistance
in developing a Performance Based Statement of Work and
follow-onsolicitation packages for multiple Logistical Support Service
Contracts. The resulting award of an Indefinite Delivery Indefinite
Quantity (IDIQ) contract will be based on a "best value" determination.
It is anticipated that the IDIQ contract will include a minimum of 200
hours and a maximum of 900 hours and the contract period of
performance will be from the date of contact award until 1 August 2000.
It also is anticipated that contract award will take place without
contract discussions, however, the government has the right to hold
discussions if necessary. All the offerors should be capable of
starting work immediately on this effort. Performance on this effort
will require travel to the Program Management Office and will possibly
include travel to other customer locations. Award will be made to the
company whose offer is determined to be the best value to government.
The following factors shall be used to evaluate offers, listed in
descending order of importance: (1) Past Performance (2) Cost (3)
Technical Approach (4) Location. At a minimum, a proposal should
include past performance information, technical approach/capabilities,
anticipated labor mix, labor hour cost, and personnel qualifications.

resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation, is considered to be the best value to

Set-Aside. Offerors responding to this announcement must provide the
information contained in 52.212-1, Instruction to Offerors Commercial
Items. The offeror should also provide its Commercial and Government
Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax
Identification Number. Contractors must be registered in the Central
Contractor Register to be eligible for award. If a change occurs in
this requirement, only those offerors that respond to this announcement
within the required time frame will be provided any changes/amendments
and considered for future discussions and/or award. The written
proposals and the above required information must be received at this
office on or before 18 February 2000, at 2:00 PM Eastern Standard Time.
