modification is to revise the RFP issue date, as specified herein.
(This modification supercedes CBD Submission Numbers 411088 and
399791.) The Federal Emergency Management Agency (FEMA) is authorized
pursuant to the Disaster Relief and Emergency Assistance Act (P.L.
93-288), as amended by the Robert T. Stafford Act (P.L. 100-77), to
provide assistance to applicants of Presidentially declared disasters
and emergencies. The Disaster Housing (DH) Program (directly
administered by FEMA), and the Individual and Family Grant (IFG)
Program (administered by the State) with partial funding from FEMA,
provide grant assistance to disaster applicants in accordance with the
Act. In order to accomplish this mission, FEMA contracts out for the
management and performance of individual housing inspection services.
Firms must be capable of providing services anywhere in the United
States and it territories. The inspection information obtained by
contractors is used by FEMA to determine the type andamount of
assistance that FEMA will provide to applicants of the disaster areas.
The applicable SIC code is 6411. FEMA intends to issue multiple,
Performance Based, Fixed Price, Indefinite Quantity type contracts bsed
on Full and Open Competition. Contract award will be based on
best-value to the Government where technical merit is more important
than cost/price. Limited written technical proposals, oral
presentations, and business proposals will be required. The estimated
award date is October 1, 2000. The Request for Proposal (RFP) issue
date is delayed to on or about February 15, 2000. Proposals will be due
on or about 60 days following the RFP issue date. The RFP will be
mailed to all firms that responded in writing to the Request for
Information (RFI) as well as any firms that received a confirmation to
their written request to be added to the mailing list. All other
interested parties must provide a written request for the RFP package.
Requests must identify the RFP number, "EMW-1999-RP-0081" and be
submitted to the following address: Federal Emergency Management
