Pretoria, requests expressions of interest from qualified organizations
for the following Request for Proposal (RFP) No. 674-00-P -005 Water
Distribution Capacity Building Project for the Bushbuckridge Water
Board Service Area, South Africa. The purpose of this capacity building
project is to establish sustainable water supply services, capacity and
organizations in the Busbuckridge, Greater Hazyview and Nsikazi North
project area. The project will enable Water Service Authorities and
Water Service Providers in the the project area to improve access to
water services for the local population while improving local capacity
for sustainable and participatory management. Other objectives are the
transfer if retail water infrastructure and personnel to local
authorities. /Establishment of WSPs, based on models that he various
stakeholders choose which are efficiently managed and provide for
regular and high quality water services. Water Service authoritiesare
functioning and provide the regulatory and monitoring oversight
established under the current legislative and regulatory framework.
Technical Assistance will also be provided to assist local government
efforts to act as responsible Water Service Authorities and to support
their initiative to respond to the Water Services Act by supporting
the establishment of a a maximum of five Water Service Providers which
engage in water service provision. Assist local government in
developing policies and procedures for addressing their new role as
water service authorities, and assist local government in implementing
decisions made regarding water service provision, support the work of
existing water service providers and/or assist in establishing new
water service providers through technical assistance and training,
assist the Water Service Authorities in developing Water Service
Deveoplment Plans required by the Water Services Act of 1997 South
African government owned or controlled organizations or entities are
not eligible for financing as contractors. An organization or entity
will generally be deemed to be government-controlled if: a) it was
created by statute; b) the government has authority to appoint and
remove a majority of the members of the Board of Directors or other
controlling body; and/or c) it receives a substantial part of its
operating budget from government appropriations. The RFP will be issued
o/a February 18, 2000. Deadline for receipt of proposals at USAID/South
Africa offices will be March 31. 2000 at 2:00 pm Pretoria Time. Contact
