Purchasing Agent, marino@volpe.dot.gov. The Volpe Center intends to
issue, through Simplified Acquisition procedures, a sole source
procurement to Behavioral Science Technology, Ojai, CA, to provide
products in support of the Federal Railroad Administration s (FRA)
Evaluation of Amtrak s Behavior Based Safety Environment. Amtrak has 8
safety rulebooks with over 1000 rules; the objective of this
requirement is to consolidate its rulebooks. The contractor will be
required to include advice on the overall research strategy, a detailed
data analysis plan, a formula for an appropriate injury rate,
behavioral observation training with accompanying materials and
reliability methods for measuring unsafe practices, assistance in
interpreting the findings, a plan on how to feed the data back and a
sampling plan for focus groups. Small Business firms classified under
SIC code 8733 must demonstrate that they (1) have possession of the
proprietary protocols which makes it possible to sample the mass of
behaviors and those central to behavior-based safety; (2) have
experience in developing observation checklists to measure unsafe work
practices in operating environments; (3) have extensive experience
training operating personnel to use observation checklists to collect
reliable data; (4) must have recent knowledge of Amtrak Operations,
Injury Data and Rates. This proposed action is for services for which
the Government intends to solicit and negotiate with only one source
under authority 6.302. This notice of intent is not a request for
competitive quotes. A determination by the Government not to compete
this proposed p urchase order based upon responses to this notice
received will normally be considered, solely for the purpose of
determining whether to conduct a competitive procurement. Small
business firms will be required to submit a maximum of five, but not
less than three pages of documentation in support of the above prior to
receiving a solicitation. Telephone requests will not be accepted only
