WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN
RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.

RESPONSES TO THIS ANNOUNCEMENT SHALL NOT EXCEED 15 PAGES. The
Environmental Protection Agency (EPA), Office of Air and Radiation,
Climate Protection Division, State Outreach and Industrial Branch is
conducting market research to seek qualified sources to support its
mission to achieve greenhouse gas reductions through voluntary
pollution prevention programs. Qualified sources will have experience
in or be capable of benchmarking industrial power facilities (e.g.,
production of steam and electricity for use in an industrial process)
and/or energy consumption in industrial processes, energy management
practices, and associated costs in a variety of energy intensive
industries. To be considered as qualified, sources shall clearly
demonstrate experience and capability in the following critical
activities: Sources must have experience or capability in benchmarking
studies that involve recruiting facilities/companies to complete
surveys and/or permit onsite visits to gather data. A source that has
experience or capability in benchmarking studies that rely solely on
publicly available data or data that is not submitted directly by
companies/facilities is not considered a qualified source for this
sources sought notice. Sources shall be capable of using benchmarking
results to identify best management practices and technologies. Sources
shall also have extensive consulting experience with a variety of
energy intensive industries, and must explain how that experience would
allow the source to recruit companies, and to conduct or assist in
energy related benchmarking activities. Sources shall have expertise in
the area of industrial power facilities, including production of heat
and/or electric power either separately (e.g., industrial boiler and
purchased electricity) or combined (cogeneration technologies), on- or
off-site. Applicable experience includes benchmarking of steam and
electricity production on the basis of cost and fuel consumption,
accounting for factors such as import/export of electricity to/from the
grid, allocation of fixed and variable costs, and measurement and
estimation of fuel consumption and electricity and steam production.
Respondents should specify particular sectors and subsectors that were
included in prior benchmarking work regarding energy conversion
systems. Sources shall have benchmarking expertise in at least one, but
preferably all, of the industrial sectors listed below. If respondents
have benchmarking or consulting expertise in other energy intensive
industries, the respondents should explain why that experience is
directly applicable to this request. In addition, respondents shall
submit a list of the companies and facilities that they have worked
with and included in previous benchmarking studies. It is requested
that the approximate value of the benchmarking effort under previous
contracts be included. INDUSTRIES 1. Chemical Manufacture Industry
specific analysis in these areas: energy use and supply; energy related
best management practices and efficiency opportunities; manufacturing
processes; corporate and project finance; and plant design and
engineering. Industry specific analysis and benchmarking experience in
products including (but not limited to) ammonia, chlorine, and/or
ethylene manufacture, or the manufacture of other chemical products.
Respondents should specify what percentage of an industry's subsector
capacity was encompassed by any studies. 2. Pulp and Paper Manufacture
-- Industry specific analysis in these areas: energy use and supply;
energy related best management practices and efficiency opportunities;
manufacturing processes; corporate and project finance; and plant
design and engineering. Respondents should specify what percentage of
an industry's capacity was encompassed by any studies. 3. Iron and
Steel Manufacture Industry specific analysis in these areas: energy use
and supply; energy related best management practices and efficiency
opportunities; manufacturing processes; corporate and project finance;
and plant design and engineering. Industry specific analysis and
benchmarking experience in areas including blast furnaces and
mini-mills. Respondents should specify what percentage of an industry's
capacity was encompassed by any studies. The applicable SIC Code for
this effort is 8741 with a size standard of not greater than $5 million
in average annual gross receipts for the preceding 3 years. Firms
possessing the capability to perform the requested work, either in
whole or in part, are invited to submit a summary of their capabilities
which should include: (1) evidence of past experience providing same or
similar services and clearly addressing the criticalactivities
described above, (2) personnel qualifications; and (3) statement
whether or not they are a large business, small business, or small
disadvantaged business. Only written response less than 15 pages
(exclusive of pamphlets and brochures) will be accepted. The
information will be used to enable this office to develop acquisition
strategy for this support. The resulting contract, if any, will require
the contractor to be responsible for providing all necessary
facilities, equipment, materials and related administrative support,
and qualified personnel. Prospective sources are notified that the
Government will not be responsible for proprietary information that is
submitted as a result of this Sources Sought Announcement. This
