The Federal Emergency Management agency has a requirement for construction of stairs and sidewalks at the Mt. Weather Emergency Management Agency, located at 19844 Blue Ridge Mountain Road, Bluemont, Virginia 20135. Contractor shall provide all the necessary materials, equipment and personnel required for the construction of stairs and sidewalks at various buildings of the site. The construction will consist of the following: (1) Base Contract Work -- Buildings 704, 708, and 712. Contractor shall install treated wood stairs, aluminum handrails and concrete sidewalks around these buildings. Contractor shall install a concrete sidewalk in front of buildings 704, 708 and 712 and the existing parking lot east of the building. A header curb shall be constructed 6" above the existing pavement elevation. Lawn area shall be re-graded and new sod installed as required. Existing asphalt along roadway shall be repaired as required. Contractor shall install new treated wood stairs to existing parking lot on the east side of building 704 and 712. New aluminum 1-1/2 inch handrails shall be installed. Handrails shall resist a concentrated load of 200 pounds in any direction or 20 pounds per foot applied horizontally to top of rail. All bare areas around concrete walks and stairs shall be filled with new turf. (2) Option 1 Work -- Buildings 205, 409, 411, 420 and 430B. Contractor shall install an asphalt sidewalk in front of building 205. Contractor shall install a concrete sidewalk in front of building 409, 411, and 420. Contractor shall install a new concrete sidewalk and treated wood stairs to an existing asphalt roadway. (3) Option 2 Work -- Building 420 and 430B sidewalks and stairs. Contractor shall remove existing cracked asphalt from the front of building 420. Subgrade shall be constructed and compacted to the specified grade and cross section prior to concrete placement. Contractor must possess a Virginia Class A License. Period of Performance shall be 150 calendar days for base contract work and additional 30 calendar days for each option work. This will be a Firm-Fixed Price Contract. Offerors will be required to submit a technical and cost proposal as stated in the solicitation. Estimated construction is between $250,000 and $500,000 dollars. Proposals will be evaluated on the basis of technical and cost using source selection procedures that will result in an award of a firm-fixed price contract as specified in the solicitation. The government reserves the right to evaluate proposals and award without discussions. EMV-2000-RP-0009 will be issued O/A 3/15/2000 with a due date of 30 calendar days thereafter for proposals. The dates as stated are estimated and will be finalized in the RFP. Pre-Proposals conference and site visit will be scheduled with specific date/time to be provided in RFP. Martin and $75.00 deposit (non-refundable) for each set with checks to be made payable to the US Treasurer. This solicitation is 100% small business set-aside. After release of the solicitation, the solicitation package, to include specifications and drawings will be available free of charge at various plan holder rooms for construction projects, such as the Dodge Reports, Construction Market Data, Inc., F.W. Dodge, The Builders Exchange Association of Virginia and Valley Construction News-Harrisonburg. Firms interested in receiving a copy of the RFP should respond in writing within 15 calendar days from the date of this publication.
