IS A PRE-SOLICITATION NOTICE AND ISSUED FOR INFORMATION ONLY. DO NOT

WILL HAVE ALL THE NECESSARY INFORMATION FOR REQUESTING THE
SOLICITATION DOCUMENTS AND WILL BE ISSUED ON OR ABOUT 2/18/00.
APPROXIMATE SOLICITATION RELEASE DATE IS 3/3/00. -- The project work
includes furnishing all labor, transportation, supervision, material,
and equipment and performing all operations in connection with the
design and construction of an eight (8) lane 400 meter running track
with an all weather surface. The project will include bleachers to seat
two divisions (180 people) of recruits for instructional training and
lights around the running track for nighttime training. -- The work to
be done by the designer/contractor will include all design and
engineering work required to obtain approval and certification from
Navy Public Works Center, Great Lakes, Illinois. All drawings and
calculations will be prepared by the designer/contractor and submitted
for approval prior to commencement of any work on site. Upon
completion of the project and final acceptance by the customer, the
designer/contractor will deliver to the Navy Public Works Center Great
Lakes, Illinois one (1) complete set of "As-built" drawings (hard
copy) and one complete set of thesame drawings in format compatible
with AutoCad Version 14. Estimated cost range is between $1,000,000.00
and $2,000,000.00. The SIC Code is 1629. Size standard is $17.0
million. The FSC Code is Y291. This will be a Firm Fixed-Price
contract. The proposed contract will be advertised as "UNRESTRICTED --
COMPETITIVE." The solicitation will be formatted as a Request for
Proposal (RFP) in accordance with the requirements designated by
sections of the FAR 15.3 and P-68 for a negotiated procurement. This
method permits evaluation of proposals based on price competition,
technical merit and other factors; permits impartial and comprehensive
evaluation of Offerors' proposals; permits discussions if
necessary;and ensures selection of the source whose performance
provides best value to the Government. -- Prospective contractors must
be registered in the Central Contractor Registration (CCR) database
prior to award of a DOD contract. Offerors are further advised that
failure to retgister in the DOD CCR database may render you firm
