cancellation notice of CBD Notice #419480. This notice reinstitutes CBD
Notices Nos. 405537, 407227, and 408730. The original specifications
and the additional information submitted to vendors under those three
notices will be reinstituted with no changes. Vendors are encouraged to
respond by fax to the Contracting Officer and request a copy of the
solicitation. This is a small business setaside. Prior to award, the
vendors will be requested to submit a small business certification to
the Contracting Officer. The INL Bureau is urgently requesting offers
for the purchase of a fast interceptor boat to be operated in varying
sea & weather conditions within the territorial boundaries of the
Bahamas. Requirements: 38' to 40' centerline length overall, beam of 9'
minimum, 7,000 lbs net dry wt. 36" freeboard, 60 mph minimum top speed,
45 mph cruise speed on plane (minimum), fuel capacity sufficient to
allow the vessel to have operating range of 600 miles. Mfr will provide
fuel consumption schedule, crew of four capacity, mono hull without
steps, capable of safe operation in four foot sea with condition at
minimum top speed of 50 mph. Constructed of fiberglass, kevlar, or
other composite material of equal or greater strength. Triple outboard
gasoline fuel powered engines of sufficient hp to meet the speed
required. Vessel must be able to maintain speed on plane with loss of
one engine. Center console profiel. Standards for construction are
those set forth by U.S. Coast Guard in vessels carrying passengers for
hire. There are strict requirements for manufacturer's level of
experience and background, inspection requirements which includes a sea
trial with govt. rep. aboard and also crew of four after award but
prior to govt. acceptance of the vessel. VENDORS MUST BE CURRENTLY
ENGAGED IN PRODUCING THE TYPE OF VESSEL REQUIRED AND HAVE EXTENSIVE
EXPERIENCE IN DOING SO. PLEASE BE ALERTED THAT THERE ARE EXTENSIVE
DEMONSTRATION REQUIREMENTS OF ALL VENDORS WHOSE OFFERS ARE RATED
INITIALLY TECHNICALLY SUFFICIENT AS THE FIRST STEP IN THE TECHNICAL
EVALUATION PROCESS. THIS DEMONSTRATION REQUIREMENT INVOLVES TAKING A
SAMPLE VESSEL OF THE TYPE OFFERED, OUT TO BE TESTED, WITH GOVT.
PERSONNEL ABOARD, ON THE OPEN SEA. The Govt. will make an award to the
responsible Offeror whose offer conforms to the solicitation and is
most advantageous to the Govt., ie. that which represents the Best
Value to the Government, cost or price and other factors including time
period after award which is required for delivery to the port Miami or
time period ARO required before the vessel can be picked up by govt.
personnel. The combined relative merit of the technical evaluation
factors listed above will be more significant than cost or price in the
selection of the contractor. While the cost or price factor has no
numerical weight, it is a criterion in the overall evaluation of
proposals. The Govt. may award to other than the lowest price Offeror.
IN THE EVENT THAT TWO OR MORE OFFERS ARE TECHNICALLY EQUIVALENT,
INCLUDING THE VESSEL'S PERFORMANCE DURING THE DEMONSTRATION
REQUIREMENT, THE COST/PRICE AND DELIVERY TIME ARO WILL BE PRIMARILY
IMPORTANT. If the vendor wishes to charge a freight cost, he may list
that estimate as a separate line item in his cost proposal. THIS VESSEL
IS URGENTLY REQUIRED. VENDORS MUST FAX THEIR REQUEST FOR SPECIFICATIONS
AND ADDITIONAL INFORMATION TO THE CONTRACTING OFFICER at 202-776-8775.
Offers must arrive no later than the closing date of Noon E.S.T. on
Feb. 15, 2000. All offers and changes arriving after that time and date
will be considered late and will not be considered for award. Submit
your offers in duplicate. Single copies of Videos, still pictures and
drawings would be helpful. All responsible offers will be considered by
