Solicitation M67854-99-R-3060 for the Internally Transportable Vehicle
(ITV) has been cancelled. The Marine Corps Systems Command
(MARCORSYSCOM) has redefined its acquisition strategy to take advantage
of the maturity of solutions available in the marketplace. This new
approach will focus on non-developmental solutions, and leverage
research and development efforts that have been accomplished by the
Government to date. MARCORSYSCOM intends to reduce the structure of the
formal acquisition approach originally stated, in favor of a
non-developmental approach that will also leverage "value added"
technologies to achieve our immediate and long term goals. As a result,
the Government intends on releasing a new solicitation in March 2000
and award of a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite
Quantity (ID/IQ) (minimum order 373 vehicles/maximum order 4,000
vehicles) contract in July 2000. Approximately ten (10) pre-production
configured vehicles shall be delivered within twelve (12) months of
contract award for verification and safety certification testing.
Initial Operational Test and Evaluation will take place within 24
months after contract award. Production of the baseline configuration
shall commence after successful completion of Initial Operational Test
and Evaluation (IOT&E). A BRIEFING TO INDUSTRY will be held at
Quantico Marine Corps Base, Quantico, Virginia to discuss all aspects
of the program. Details of this briefing along with a draft
solicitation will be posted on the ITV web site. Following the
briefing, interested parties shall be able to download from the ITV web
site briefing material, draft solicitation documents, and
questions/answers from the briefing. Industry will have an opportunity
to review and comment on program plans and draft documents for 15 days
following the briefing. All subsequent announcements and solicitations
for the program will only be provided via the World Wide Web. Access
to this data is via the Marine Corps Systems Command ITV web page at
http://www.marcorsyscom.usmc.mil/mcscctq/itv.htm/. Data may be
available for downloading prior to the briefing, and once posted or
updated, will remain available for download indefinitely. Interested
parties should routinely check the WWW page, as updates will be
frequent. The formal solicitation will also be available via this
homepage. All documents will be in Microsoft Office 97 format (PC
format only). The formal solicitation will be issued on or about 1
