The Office of Power Technologies (OPT) of the Department of Energy (DOE) office of Energy Efficiency and Renewable Energy (EERE) is seeking to acquire light- weight hydrogen storage tanks for use in two different fuel-cell demonstration vehicle applications. Two generations of advanced storage tanks will be required, including the design, development, testing, prototype, certification, production and delivery of tanks that will be installed by DOE in two types of ground transportation vehicles. The contract will be in four phases with the initial design, development and testing in Phases I and III, followed by Phases II and IV involving tank certification and the production and delivery of tanks for installation by DOE in the vehicles. The tanks will be certified to a modified version of the NGV2 standard from the American National Standards Institute (ANSI/A.G.A. NGV2-1998). During each phase for each vehicle, several extra tanks beyond the number required for installation in the vehicles will be manufactured for use in the testing and certification activities. The award of contract(s), if any, will result from only those firms whose proposals are found to be technically acceptable/lowest cost. The solicitation will be issued as a Firm Fixed Price Step and a Half procurement, however because of the type of funds used for this acquisition, the contractor is required to share in at lease 50% of the cost of its firm fixed price proposal.
