POC Mr. Carl Andersen, G-SEC-2A, (202) 267-1903. The Coast Guard seeks
additions to the existing Qualified Products List (QPL) for High
Intensity Retroreflective Films for use on Marine Aids to Navigation
conforming to specification G-SEC 393A. The retroreflective film shall
meet all requirements for Type III or Type V Sheeting with Class 4
adhesive and a protective liner, as described in ASTM D 4956, and
Supplementary Requirement S.1 of ASTM 4956 (Fungus Resistance). Film
shall be conformable, and shall be suitable for application to dented,
weathered, and/or irregular surfaces that have been wiped clean.
Procedures for qualifying are detailed in specification G-SEC 393A.
Products on the OPL need not be requalified. The film is applied to
buoys manufactured of mild steel painted with aliphatic acrylic
urethane, rotationally molded polyethylene, and densified ionomer foam,
and on boards made of plywood or aluminum, covered with cast vinyl
sheeting. The films are exposed to a harsh marine environment, and are
occasionally immersed in salt water. Copies of the specification are
available from the Specification Preparing Activity (SPA), Commandant
(G-SEC-2A), U.S. Coast Guard Headquarters, 2100 Second Street, SW,
Washington, DC 20593-0001. Manufacturers desiring qualification should
advise the SPA in writing of their intent to qualify. Consideration in
all future contracts will be given only to those products accepted for
