MINE DETECTION TECHNICAL SUPPORT INVESTIGATIONS DUE 022500 The US Army CECOM Acquisition Center-Washington intends to award 6 contracts to Universities and 1 contract to a small business, in support of the Ground Standoff Mine Detection System (GSTAMIDS) and the Handheld Standoff Mine Detection System (HSTAMIDS) programs. The specific contract efforts are (A) Duke University -- 1. Review GSTAMIDS and HSTAMIDS engineering concepts and software design with emphasis on the Metal Detector subsystem. Conduct a technical investigation to design and implement algorithm improvements aimed at improving overall system performance. Investigate algorithm fusion techniques and recommend solutions to improve information fusion. (B) University of Missouri-Columbia -- 1. Conduct an investigation to discover different methods for processing GSTAMIDS and HSTAMIDS GPR data with the goal of improving system algorithm performance. Conduct an investigation into the different methods for fusing data derived from GSTAMIDS and HSTAMIDS sensors with the goal of improving information fusion. (C) Carnegie Mellon University -- 1. Conduct an investigation and analysis of mine detection patterns employed by GSTAMIDS and HSTAMIDS operators with the goal of improving operating techniques, sweep patterns and overall system performance. Consider the latest concepts from the Science of Robotics that could be applied to improved operator training and system performance. 2. Conduct investigations into various aspects of GSTAMIDS and HSTAMIDS operation techniques with the view toward identifying specific operator training techniques which could prove useful in improving overall system performance, using expert operator study techniques, analysis and cognitive science concepts. (D) Auburn University -- 1. Conduct a performance investigation of the GSTAMIDS and HSTAMIDS metal detection sensor design with the view toward improvement of Metal Detector performance. Conduct a performance investigation of the Ground Penetrating Radar (GPR)antennas in real world field conditions, i.e. established Government test sites, with the view toward improving GPR performance. (E) Georgia Tech University -- 1. Conduct a performance investigation of the GSTAMIDS and HSTAMIDS GPR antennas in a controlled, laboratory environment, with the view toward improving GPR performance. (F) Scientific Systems Company, Inc. -- 1. Conduct an investigation of the signal processing and automatic target recognition features of the GSTAMIDS and HSTAMIDS systems to evaluate present performance and make specific recommendations which will improve system performance. Coordinate work with other separate but related software investigations ongoing. The contracts will be negotiated and awarded under the authority of other than full and open competition FAR 6.302-1.
