accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation for which proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Proposal (RFP) and the
solicitation number is DAHA23-00-Q-0017. Solicitation document and
incorporated provision and clauses are current through Federal
Acquisition Circular 97-13. This procurement is solicited on an
unrestricted basis using SIC code 7699. (1) Contract performance is
thirty days from date of contract award. Contractor is to tear down and
evaluate cost for repair of 1 each T700 engine from Helicopter UH 60,
P/N: 2840010701003, TSN: 3920 hours; Property of Repairable Management
(RM) Program, MO-AVCRAD with a turn-in write-up of "Erosion of
Compressor Blades and Foreign Object Damage (FOD)" that requires
services beyond the capability of the MO-AVCRAD; (2) Statement of work
requires an evaluation of the subject engine in totality, repairs and
replacement as necessary; refurbishment of airflow tolerances per
plasma coating to factory specifications, and a test cell run in
accordance with DMWR 55-2840-248-2. (a) A FAA certified turbine engine
repair facility must perform the repair work; (b) A 1,000-hour
warranty is required; (c) Work is to be performed within a 300-mile
radius of Springfield, MO; (d) Engine will be surface shipped in engine
can provided by Contractor. (3) Scope of Work: (a) Pick up engine at
MO-AVCRAD Shop, 2501 Lester Jones Avenue, Springfield, MO 65803-9513;
(b) Disassemble engine; (c) Evaluate condition. (d) Government will
determine if they want engine repaired; (e) Return engine (reassembled)
to address designated. (Regardless of whether Agency desires engine to
be repaired or not repaired, engine shall be reassembled when returned
to Unit at Springfield, MO); (f) Company quoting on evaluation or
repair cost of T-700 engine warrants that they are a FAA turbine engine
repair facility or that company is certified by Army National Guard to
repair T-700 engines; (g) No repairs shall be made on engine until
agency has been notified of cost and has given a "Notice to Proceed".
If "Notice to Proceed" is given by agency, a 1,000-hour warranty will
be required. In submitting repair proposal, Offerors shall provide
"Firm Fixed Repair Cost" to agency. Said proposal shall consist of the
following information: 1. Total labor hours ______ @ $______ per hour
= $______ (Prevailing wage rates are applicable); 2. Material (Parts)

(Note: Agency reserves the right to provide any required repair parts;
3. Contractor's total cost for repair $______. Proposals shall include

the provision at FAR 52.212-3, FAR Clause 52.212-4, Contract Terms and
