The U.S. Department of Commerce/NOAA Environmental Compliance and Safety Division proposes to negotiate on a sole source basis with Logistics Management Institute, McLean, Va. to provide the following services: (1) improve the National Environmental Policy Act (NEPA) process within NOAA by providing Environmental Compliance and Safety Division a web-based tool for archiving NOAA's NEPA documents and their findings, (2) develop a NEPA web-enabled repository. The look-up tables will be created using the categories of typical NOAA actions requiring EAs. The repository will allow the user to attach the corresponding NEPA document. The website will be restricted via an account and password established by NOAA. The website will reside on the LMI server until the period of performance is complete. At which time, the website will be transferred to the NOAA server, (3) populate the NEPA repository with the NOAA EAs collected. This will include attaching an electronic version of the EA with the entry, (4) analyze NOAA's EAs for quality and identify opportunities for NOAA categorical exclusions. This is a notice of intent and cannot be considered a solicitation, therefore no solicitation package exists. Award will be made using simplified acquisition procedures.
