The Social Security Administration plans to issue a solicitation for a competitive 8(a) acquisition for armed guard/security services at its Southeastern Program Service Center located at 2001 12th Avenue North, Birmingham, AL. The contractor shall furnish all management, supervision, labor, uniforms, materials, and equipment except as otherwise stated in the contract. The facility is comprised of approximately 650,000 square feet (of which 605,000 are occupiable), and has a population of approximately 2,300 personnel. All contractor personnel shall be required to undergo complete background investigations to determine suitability for work on a government installation. Contractor shall be required to have Federal Communications Commission License as well as a Birmingham City and Jefferson County business license. The period of performance shall be a base period of one year with four 1-year options, with an expected start date of 7/1/00. A firm-fixed-price contract will be awarded. The acquisition will be subject to Federal Acquisition Regulation (FAR) Part 12 Commercial Items. This requirement has been set aside 100 percent for 8(a) minority and disadvantaged business concerns in all stages of development. The applicable Standard Industrial Classification (SIC) code is 7381 and the size standard is $9.0 million. In order to be considered eligible for award, an offeror must be an eligible participant in the 8(a) program for the specified SIC code on the date set for receipt of proposals.
