COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 4,2000 PSA#2530BIOMASS COFIRING REVIEW AND ANALYSIS SUBJECT: Biomass Cofiring Review
and Analysis. DESC: The U.S. Department of Energy's National Energy
Technology Laboratory (NETL), Pittsburgh, PA intends to award a
purchase order on a sole-source basis to EPRI, Palo Alto, CA to provide
all materials, support, work or services in accordance with the
following Statement of Work. Statement of Work titled "Biomass
Cofiring: Review and Analysis". Background: The USDOE has supported
biomass cofiring projects over the past few fiscal years. This area has
expanded at a tremendous rate partly due to the concern over global
climate change. Prior to DOE supporting projects in cofiring, EPRI had
established a program almost a decade ago to investigate the
utilization of biomass cofiring. In order to learn from previous
experience in this technology and to focus DOE's effort towards those
areas that require its involvement in research, a document of biomass
cofiring experience in the US from the mid 1980s to present needs to be
compiled. Likewise, EPRI has many member utilities that would possibly
cofire in the future. Understanding the perspectives of the utility
group in general will aid in establishing objectives that will prove
successful. STATEMENT OF WORK: (1) Task 1: Present a summary of EPRI
results in cofiring, the needs required for commercialization of the
technology, and potential show stoppers so that DOE can further partner
with industry for advancing this technology. (2) Task 2: Present
results of ongoing projects, future awarded projects and announcements
of upcoming opportunities to the biomass community in an effort to
involve more utilities in biomass cofiring. (3) Document biomass
cofiring experience in the USA from the mid 1980's to present based on
contacts with individuals who participated in cofiring and other
relevant literature available. This purchase order is being issued to
EPRI because they have conducted a program in biomass cofiring over the
majority of the past decade. DOE had developed a cooperative agreement
with them in past to perform joint research in biomass cofiring. Prior
to the biomass cofiring program DOE and EPRI had also collaborated with
EPRI on a major assessment and cofiring model for "RDF" cofiring in
utility coal-fired boilers (i.e., "refuse-derived-fuel" made from the
biomass and plastic fractions in municipal solid waste). EPRI has
extensively been involved in this technology in both the domestic and
international arena and has employees with unique qualifications to
undertake the tasks identified. EPRI represents the majority of
electric utilities through its members and is the sole authority for
collectively presenting and addressing the industry's concerns with DOE
on the technology of biomass cofiring, EPRI is uniquely qualified, as
an organization, to perform and manage the work being purchased under
this purchase order. This request is considered to be sole source to
EPRI. Therefore, no solicitation will result from this announcement.
This award shall be made using simplified acquisition procedures.
However, all responsible sources may submit a bid, proposal, or
quotation which shall be considered by NETL. The responses must convey
the ability of the response to meet the stated requirements. The
documentation shall include descriptive literature containing
sufficient technical literature to establish a bonafide capacity of
meeting this requirement. Only FAX responses will be considered.
