The U.S. Mission to Germany requires local guard force services to prevent unauthorized access; protect life; maintain order; deter criminal attacks against employees, dependents and property and terrorist acts against all U.S. assets; prevent damage to Government property; and provide surveillance detection. The contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work required in the contract. The estimated number of hours for standard guard services for each year is 659,123 hours. The sites in Germany include the American Embassy Berlin, the American Consulate Generals in Munich, Hamburg, Leipzig, Duesseldorf, and Frankfurt, the America House in Cologne, the Defense Liaison Office in Bonn, and additional sites in Biblis, Lampertheim, and Holzkirchen. Placement of a time-and-materials contract with fixed labor rates, and an economic price adjustment is contemplated. The resulting contract will have a basic performance period of 1 year and 4 one-year optionsto renew. It is estimated that the resulting contract will be awarded in June 2000.
