PROPOSED INDEFINITE DELIVERY TYPE (IDT) CONTRACTS FOR SURVEYING SUPPORT SERVICES WITHIN CONSTRUCTION DIVISION, VICKSBURG DISTRICT. Due March 8, 2000. POC Laura Cespedes, 601/631-5575. 1. CONTRACT INFORMATION Two contracts will be awarded as a result of this announcement. Each contract will consist of a base ordering period and two option periods, each period not to exceed one year for a total of three years. Contract limits will be determined at time of selection, but will not exceed 1,000,000 per option period. Individual task orders may not exceed $1,000,000. The total amount of each contract over the three-year ordering period may not exceed $3,000,000. Work will be issued by labor-hour task orders. Tasks will be divided by area office boundaries. One contract will be primarily for work in the Greenwood Area Office and will be awarded on or about August 2000. The other contract will be primarily for work in the Vidalia Area Office and will be awarded no later than December 2000. Both contracts are for professional services in connection with construction surveying required at various locations primarily within the limits of the Vicksburg District, which includes parts of Arkansas, Louisiana and Mississippi. PROJECT INFORMATION: Task orders to issued under these contracts will be of the topographic, hydrographic and land/boundary survey and related type. 3.SELECTION CRITERIA: Pre?selection criteria will be based on the following considerations, which are of equal importance. The firm (either in-house or through association of a qualified consultant) must: (A) Have one or more registered land surveyors in each of the states of Arkansas, Louisiana, and Mississippi. (B) Have a minimum of 3 years of demonstrated experience in the performance of automated topographic surveys utilizing total stations and data collectors, and cadastral surveys. (C) Have demonstrated experience in the use of GPS and DGPS for both topographic and hydrographic surveys. (D) Have the necessary equipment, boats and personnel with demonstrated experience in the performance of the above type surveys. (E) Demonstrate experience in use of CADD systems. All drawings shall be furnished in (.dgn) file format or a format approved by the Contracting Officer. Selection criteria will be based on the following: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub?criterion). Criteria A-E are primary. Criteria F-H are secondary and will only be used as "tie-breakers" among technically equal firms. (A) Topographic surveys utilizing total stations and data collectors formatted for entry into Intergraph computer systems; cadastral surveys including large land areas accepted by state or Federal courts to settle boundary disputes, specialized experience performing hydrographic surveys for construction. (B) Knowledge of the Work area, (C) Past Performance (D) Professional qualifications of employees designated to work under this contract (includes professional recognition and work experience of key personnel, professional registration and specific work experience of key personnel, and adequate management personnel with required qualifications and experience to assure prompt response to assignments), (E) Capacity in both available personnel and equipment to accomplish the work in a timely manner (includes indicating sufficient personnel and equipment to staff four 4-man survey parties simultaneously), (F) Geographic proximity to Vicksburg, Mississippi, (G) DoD contract awards in the past 12 months, the greater the awards the lesser the consideration, and (H) Extent of participation of SB, SDB, historically black colleges and universities (HBCU), and minority institutions (MI) in the contract team. Participation will be measured as a percentage of the total anticipated contract effort, regardless ofwhether the SB, SDB, HBCU or MI is a prime contractor, subcontractor, or joint venture partner, the greater the participation, the greater the consideration. In the final selection process, the most highly qualified firms will be interviewed. 4. SUBMISSION REQUIREMENTS: Interested firms must send SF 255 (11/92 edition) and SF 254 (11/92 editions) for the prime and all consultants to U.S. Army Engineer District, Vicksburg, ATTN: A-E Coordinator (CEMVK?ED?AC), 4155 E. Clay St. Vicksburg, Mississippi 39183?3435. Cover letters and extraneous materials (brochures, etc.) will not be considered. "Note the following restrictions on submittal of SF255. Block 7 -- Resumes of key persons, specialists, and individual consultants anticipated for this project -- will be limited to a maximum of 20 pages. Block 10 -- Additional information -- will be limited to a maximum of 20 pages. THE FONT SIZE CAN BE NO SMALLER THAN 10 POINT. Pages in excess of the maximum of 20 will be discarded and not used in evaluation of the selection criteria. Information included in any cover letter will not be considered in the evaluation."
