The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) has been tasked to initiate a Basic Ordering Agreement (BOA) with Rolls-Royce Allison, Indianapolis, IN. The purpose of the proposed BOA is to procure Engine Peculiar Support Equipment (PSE) for the T406 engine on a sole source basis. The Engine PSE is also required to support flight test, operational evaluation and testing of the MV-22 EMD aircraft and the CV-22, as well as, training and initial and recurring buys of Organizational, Intermediate and Depot level Engine PSE for the V-22 aircraft. The term of the BOA shall be effective for a period of three (3) years. Rolls-Royce Allison is the designer, developer, and sole manufacturer of the T406 aircraft engine. The T406 Engine PSE is still in the developmental stage, which corresponds with evaluations and testing of the engine. As such, Rolls-Royce Allison is the only firm with the unique knowledge, experience, and proprietary data required to fulfill requirements as far as Engine PSE. The Government intends to negotiate this BOA under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own rights or drawings to the Engine PSE. All responsible sources may submit a proposal which, may be considered by the Government in determining whether to conduct a competitive procurement.
