This solicitation is for the procurement of part-numbered items manufactured primarily by Pratt and Whitney Corp., however, there are some items where other approved sources exist. Predominant coverage concerns the 4710 and 4730 stock class. Items being considered are sole source items listed on the Pratt and Whitney Negotiated Price List (NPL). The entire NPL will be awarded, however, issuance of delivery orders will only be made for items that are sole source and have been determined to be price reasonable (currently 178 sole source items from the entire NPL list of 510 DSCC NSN's). In addition, delivery orders may be issued for competitive items where Pratt & Whitney is in line for award after all competition requirements and socioeconomic (SB & other, FAR 19) program requirements have been met. All NSNs are available for download via the Internet/World Wide Web-refer to WEB LINK. FSCs to be covered under this project include; 4710 (Predominant), also 3010, 3020, 3040, 4320, 4720, 4730, and 4820. Solicitation not available until 15 days after published in the CBD. Specifications, plans or drawings are not available. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the Government. The total extension shall not exceed 4 years. This acquisition is for supplies for which the Government does not possess complete, unrestricted technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304 (c)(1). While price will be a significant factor in the evaluation of offers, the final contract award may be based upon a combination of price, delivery and past performance as described in this solicitation.
