This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This order will be issued under the Simplified Acquisition Procedures (SAP) as a 100% small business set-aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-11 (4 November 1999) Defense Acquisition Circular (DAC) 91-13 (March 1998). The Standard Industrial Classification (SIC) for this requirement is 3496 with a size standard of 500 employees. The U.S. Army has a requirement for installation of approximately 20,410 lineal feet of chain link fencing six feet high above ground, seven each pair ten foot wide Double Swing Gates (20 feet opening width). The Installation site is located south of Tower 7 and Poleline Road at Kofa Firing Range (KFR), U.S. Army Yuma Proving Ground. All work shall be completed within eight weeks. An organized Site Visit has been scheduled for February 15, 2000 at 9:00 a.m. Mountain Standard time. Participants will meet at the Contracting Office, Room 8, Building 2100, Material Test Directorate, Yuma Proving Ground, Arizona. Drawings will be furnished at the site visit. STANDARD OF QUALITY The fencing shall be of industrial manufacture, designed per the drawings and the U.S. Army Corps of Engineers Standards for Security Fencing. Work shall include nine gauge zinc coated chain link fence fabric with two inch mesh six feet above grade, Tuff-40 steel fence posts with caps and nine gauge galvanized top tension wire in lieu of top rail. Fence shall be braced and trussed as needed. Fabric to be fastened to line post with the tire wires spaced approximately 24 inches apart. Gate frames are to be galvanized tubular pipe with mortised corner joints for proper fit. Welds are to be continuous around pipe, cleaned and treated with zinc-rich paint. Fabric to be same as fence. Gates are to be complete with 180 degree socket hinges, industrial drop rod, catch, stops and center rest flush with ground and concrete poured around it. Concrete installed for fence posts footings shall be poured above grade (mounted) approximately two inches at the post and sloped to grade at the outer edge of the post hole for proper water drainage. Work shall include all necessary hardware, nuts, bolts, screws, fasteners, tension bars, top and bottom tension wires, tie wires, etc. as required for complete installation. All fencing materials shall have factory applied zinc coatings for a durable, non-rusting and maintenance free installation. Fencing and gates, as constructed, shall suit the intended purpose and be completed in a professional manner in conformance with applicable trade practices. Upon completion, all installation debris shall be cleaned up and removed from the site. Contractor shall coordinate all work herein,in advance, with Pyramid Services, Inc. at phone 328-2119. Prior to any welding or torch cutting operations necessary, Contractor shall secure a Hot Work Permit from Yuma Proving Ground Fire Department by phoning 328-2316. And cancelled at the end of the working day. Prior to digging any holes or making any excavations, the Contractor shall secure a copy of the required Yuma Proving Ground Digging Permit from Pyramid Services, Inc. by phoning 328-2119. Environmental Considerations: All products specified, furnished and installed herein shall be free of Ozone Depleting Components (ODC). The Contractor's quote shall consist of Contract Line Item Number 0001 Furnish all Labor, Material, Transportation and Equipment necessary to complete installation of approximately 20,410 lineal feet chain link fencing 6' high with 7 each 20' wide swing gates, South of Tower 7 & Poleline Road, KFR Quantity -- 1 JOB. All quotes shall be clearly marked with RFQ Number and submitted to the Commander, U.S. Army Yuma ProvingGround, Office of Contracting, ATTN: Mr. Thomas E. Nabozny, Room 8, Building 2100, Yuma, Arizona 85365-9106 no later than 11 a.m. Mountain Standard Time, February 22, 2000.
