The Crane Division, Naval Surface Warfare Center (NSWCC) is seeking
prospective sources to provide Chamber Bore Sight devices in support of
the Special Operations Peculiar Modifications (SOPMOD) Accessory Kit
Program. The Chamber Bore Sight device must provide a quick and easy
way to bore sight various caliber weapons. A laser or other projecting
device that can provide a beam of visible light emitted from the
chamber of the weapon and/or through the barrel thus allowing the
operator a quick, reliable means of rough zeroing weapon to sight
accuracy is sought. The device is required to fit in a 5.56mm NATO
chamber and adapt to the following caliber of ammunitions: 7.62 NATO,
7.62 Russian, .50 caliber, 12 gauge, 5.56, 40mm, and 300 WinMag. The
device will serve as a rough zeroing device to assure that the weapon
to sight boresight accuracy has been maintained after rough handling.
In-chamber devices are preferred based on preliminary user assessment.
It should have a self-contained power supply with no tethers leading
away from the device. It should have a working range of 25-100 meters.
It should have distinguishing markings so as to tell it from other
shell casings when ejected. Laser warning labels may be sufficient for
this purpose. NSWCC is requesting that a quantity of 6 to 10 product
samples, at no cost to the Government, be provided for use in
Operational Testing/Development Testing. Product samples may undergo
destructive testing. Literature describing the emissions from the
device, particularly Laser Hazard Class, if applicable, should
accompany the product samples. Class 2 and Class 3A Visible laser
devices will be preferred. Class 3B and Class 4 laser devices as
defined in ANSI Z136.1, Safe Use of Lasers, will not be considered at
this time unless they have previously been tested by one of the
Technical Test Authorities and approved for fielding by one of the
Laser Safety Review Authorities. All lasers will be evaluated for
classification prior to being used during Operational
Testing/DevelopmentTesting. Product samples will be assessed for
mission suitability, complexity of operation, ease of use, ruggedness,
reliability, and other factors. Sources are encouraged to provide
literature and/or white papers addressing their products for
evaluation. Sources are also encouraged to provide a narrative
description of their firm, experience in providing this type of
product, and information addressing the standard commercial business
practices for this type of item. Each response should include technical
and contractual points of contact, the size of the business and whether
it is a dealer or manufacturer of the item. This request in no way
implies either implicitly or explicitly that respondents will be
compensated in any way by the Government for information or materials
provided. The Navy's intent is to issue a competitive solicitation,
resulting in the award of Indefinite Delivery/Indefinite Quantity
contract(s) to one or more sources. Product samples are to be delivered
to NSWCC no later than 29 Feb 00 and will be used in the Operational
Testing/Development Testing if received by this date. Product Samples
