695-6225, ex 2527 (i) This is a combined synopsis/solicitation, for
Headquarters, U.S. Marine Corps for commercial electrical supplies and
labor services for the installation of track lighting at the Marine
Corps Historical Center, History and Museum Division, Bldg. 58,
Washington Navy Yard, Washington, DC. (ii) These commercial items have
been prepared in accordance with the format in Federal Acquisition
Regulations (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only Solicitation. A WRITTEN SOLICITATION WILL NOT BE ISSUED; THERE IS
NO OTHER DOCUMENT. (iii) The acquisition is a SET-ASIDE FOR SMALL
BUSINESS. The applicable Standard Industrial Classification (SIC) Code
is 1731 and the small business size standard is $7,000,000. (iv) This
solicitation is issued as a Request for Quotation (RFQ)#
M00027-00-Q-0007. Quotes ARE DUE BY 2:00 PM on February 18, 2000. The
period of performance for this effort will be six (6) weeks. It is the
Government's intent to make one award for a Firm Fixed-Priced
contract. (v) DESCRIPTION: The contractor shall furnish all necessary
labor, tools, equipment and materials to replace, provide and install
new track lighting in designated areas of the Special Exhibits Gallery;
in the Main lobby; and in the Multipurpose Room at the Marine Corps
Historical Center and Museum. The work involves the contractor removing
existing recessed lights, re-using existing wiring and providing
additional wiring as needed, to install track lighting, as well as
controlled light beams, which will highlight specific artifacts.
Installation of the track lighting also includes new circuits to
tracks, sensors and dimmers, track fixtures and lamps and 27 parabolic
fixtures (3 tubes electronic ballast). The contractor shall remove
existing recessed lighting and install "Lightolier (Brand name) Track
lighting. The lighting shall be Black. Installation includes new
circuits to tracks, motion sensors and dimmers also provide track,
track fixtures and lamps. Track lighting will be in installed in the
Special Exhibits Gallery, in the main lobby and in the Multi-purpose
room. The ceiling height in the Special Exhibits Gallery ranges from
approximately 12 feet to 25 feet in height, so the contractor must
provide own ladder or lift. The contractor will relocate circuits
(re-wiring) from a panel located in the Museum Gift shop in the main
lobby, to a new circuit panel location in the Men's Restroom located in
the main lobby. This effort does not require any special lift
capability. The contractor shall remove the existing recessed lights
and re-use the existing circuits in the Museum's multi-purpose room,
located on the second floor, to install (27) parabolic fixtures (3
tubes electronic ballast). It is expected that during the performance
of this effort, the contractor will have to cut holes in the ceiling in
order to install the track lighting or to run wires, installing
circuits, etc. The contractor shall repair/re-plaster any holes/cuts to
the ceilings/walls as the result of their work. At the completion of
the installation effort, but prior to contract completion, the
contractor shall provide a written report to the Project Officer. The
report shall summarize all work done, any problems encountered and how
resolved. The report shall be submitted prior to the Government's
inspection and acceptance. The contractor shall be provided information
(blueprints) as required to accomplish the removal of recessed
lighting, installation of track lighting and circuits, for the
designated areas of the museum. (vi) Inspection and acceptance will be
performed on site by the Project Officer, Mr. James Fairfax,. (vii) A
ONE TIME Site Visit to the Marine Corps Historical Museum, Bldg. 58,
Washington Navy Yard, 901 "M" Street, Southeast, Washington, DC
20374-5040, has been scheduled for February 10, 2000 at 10:00 A.M.

and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-14. (ix) The provisions of FAR
52.212-1, Instructions to Offerors -- Commercial Items, plus any
subsequent addenda, applies to this advertisement . Access to the FAR

be made to the responsible offeror(s) whose offer conforms to the
solicitation and is found to be most advantageous to the Government,
price and other factors considered (Experience -- Museum lighting).
Specific evaluation criteria to be included in Paragraph (a) of FAR
52.212-2. (xii) The provisions of FAR 52.212-3, Offeror Representation
and Certifications-Commercial Items apply to this contract. Offerors
must include a completed copy of this provision, with its offer. (xiii)
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. (xiv) The clause at 52.212-5, Contract
Terms and Conditions Required To Implement Statutes Or Executive
Orders-Commercial Items, applies to this acquisition. Additionally
under paragraph (b) thereof, the following sub-paragraphs are hereby
checked, (1), (5), (7), (11), (12), (13 -- 16), (19), (22 + 23), and
(26) regarding which, if any, additional FAR clauses cited in the
clause are applicable to the acquisition. (xv) In accordance with FAR
32.1110, offerors must have a Valid Trading Partner registration in the
Central Contractor Registration (CCR) system. They must furnish DUNS
(Dun and Bradstreet) Number, a Taxpayer ID number (TIN), and Cage Code
number with quote (for information about registering in the CCR you
may call 1-888-227-2423. (xvi) Telephonic responses will not be
considered. Written Quotes are due no later than 2:00 P.M. Eastern
