National Cancer Institute (NCI) plans on procuring a Instron Tensoneter
Model 5542 Single Column Materials Testing System from Instron
Corporation, 1290 Daydel Drive, Suite #256, Arnold, Maryland 21012. The
Surical Metabolism Section of the Surgery Branch, is studying the
effects of agents on tumor vasculature and the effects of these agents
on wound healing. The tensoneter is required to perform tensile
strength measurements on human tissues, reliably and reproducibly. The
NCI laboratory requires an instrument that performs tensile strength
measurements/testing on human tissue that is compact and portable, will
fit on a table top; that connects with a Gateway 2000 computer; and
will interface with the Merlin Materials testing Software package which
interfaces with Microsoft Windows. In addition to the above performance
characteristics, the instrument shall possess the following features:
1) Extension accuracy greater of 0.02 mm or 0.05%; 2) Loading accuracy
0.04% of reading down to 1/10 of cell capacity, 0.05% of reading down
to 1/100 of cell capacity, 1.0% of reading down to 1/250 of cell
capacity; 3) Vertical test space 659 MM; 4) Crosshead travel 500 MM;
Instron Corporation is the only known source to the NCI Researcher that
offers an instrument that can meet the above minimum requirements. This
notice of intent is not a request for competitive quotation. However,
if any interested party believes it can meet the above requirements, it
may submit a statement of capabilities. The capability statement and
any other furnished information must be in writing and must contain
material in sufficient detail to allow NCI to determine if the party
can fully meet the requirements. Capability statements must be received
in the contracting office by 2:00 p.m., EST on February 23, 2000. If
