plans to issue a Request for Quotation (RFQ) for Project Management
Software. The software must meet the following requirements: (a)
Provide a full functioning enterprise project management tool that
seamlessly integrates with Microsoft Project and allows the full use of
Microsoft Project capabilities and data structures. (b) Establish a
single project database for all program, project, and task information
in the Microsoft Sequel Server database, providing the capability to
integrate Shuttle Program Project data with the PRMS for complete
Centerwide visibility into Center project status. (c) Support the
import, and export, of project information in a Microsoft Project .mpp
file format. (d) Be capable of scaling up to the larger organization
in case this solution is chosen for application across Kennedy Space
Center. (e) Enable the management of resources, skills, and other
critical factors associated with project implementation through the use
of user defined hierarchical coding structures and have the option to
assign those resources utilizing the COTS software or Microsoft
Project. (f) Provide management with rapid information into program and
project status via hierarchical project data roll-up. (g) Provide a
multi-user, role-based capability for the system administrator to
select project management functions, permissions, and security for each
role. (h) Enable integration with legacy databases in the government
system via companion modules external to the COTS software. An intitial
60 site licenses will be required with a possibility of an additional
540 site licenses necessary. Delivery of the first 60 licenses to
Kennedy Space Center will be required within one month of contract
award. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/KSC intends to purchase the items on
a sole source basis from elabor.com, of Camarillo, CA, citing 10 U.S.C.
2304 (c)(1), Only One Responsible Source. They have been determined to
be the only source providing software that meets the above
requirements. The Government intends to acquire a commercial item using
FAR Part 12. Interested organizations may submit information on the
capabilities of their product and their qualifications to perform the
KSC requirements in writing to the identified point of contact not
later than 4:30 p.m. local time on 2/11/00. Such capabilities
/qualifications will be evaluated solely for the purpose of determining
whether or not to conduct this procurement on a competitive basis. A
determination by the Government not to compete this proposed effort on
a full and open competition basis, based upon responses to this notice
is solely within the discretion of the government.
