74 -- COMMERCIAL OFF-THE-SHELF TEXTUAL DATA MINING SOFTWARE SOL N00014-00-R-0002 DUE 022900 POC Joseph Rofrano, ONR 253, (703) 696-2599 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00014-00- R-0002 is issued as a request for proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The Office of Naval Research intends to purchase/lease Commercial Off-the Shelf (COTS) non-developmental textual data mining software. The Standard Industrial Classification (SIC)Code for this procurement is 7372 with a small business size standard of more than $18 million in total annual receipts. No portion of this procurement has been set aside for small businesses, HUBZone small business concerns, or Historically Black Colleges or universities orminority university participants; however, their participation is encouraged. Capabilities Sought and Desired Functionality includes the ability to: (1) Access and search unclassified government, academic, industrial and professional society databases and other materials to include internal ONR documents, program management documentation, programs of federal agencies outside the Department of Defense, technical journals, and Office of the Secretary of Defense instructions, patent filings and other general science and technology resources and documents on active academic and industrial research; (2) Search Internet web sites for textual material;(3) Search Congressional data including appropriation and authorization legislation and related records; and (4) Search Internet web pages using advanced search capabilities beyond keyword techniques, such as crawlers, prospectors and metasearch engines. Operating Environment: Ultimate usage is by 300 scientists and technologists at ONR. The user desktop environment is 200-400 Mhz Pentium PC using Windows 98/Internet Explorer browser and Microsoft Outlook E-mail. The network is 155 Mhz ATM to the desktop. The typical server is a Compact dual processor, 200-400 Mhz, with 128 Mb RAM or better, storage capacity in 15-30 Gb range. Local storage is available. Internet connection is T-1 or Defense Research Education Network (DREN). Proposal Requirements: The proposal must be divided into two volumes (1) Technical Proposal and (2) Cost Proposal. The Technical Proposal Volume shall be organized into four or five sections: (1) Technical Software Description (the length of the software description shall be no more than 15 pages); (2) data related to previous performance including a reference list of purchasers (no more than five) including names and phone numbers; (3) licensing information; (4) fully functioning copy of proposed software; and (5) manuals, documentation, and industry reviews. The fifth section is optional (see below). The technical proposal should provide information on the capabilities, functionality, maturity, and interface characteristics for the proposed software as described in the technical evaluation criteria set forth below. A fully functional copy of the Offeror's proposed software (suitable for installation & demonstration) must be provided in a sealed package as part of the Offeror's proposal. The provision of additional materials (manuals, documentation, and industry reviews) is optional. Offerors may include such additional materials in a fifth section which is limited to no more than 50 pages. The fifth section is not a substitute for the information to be provided in section one -- Technical Software Description. To the extent the materials provided in section five suggest capabilities or functionalities not specifically identified in section one, these characteristics will be ignored in the Phase I evaluations. The purpose of these documents is to provide written verification of the capabilities, functionality, maturity, and interface characteristics for the proposed software as set forth in the (15 page) technical software description. Volume (2), the Cost Proposal shall include the Offeror's price for the software detailing purchase/lease price, licensing fees, maintenance and support costs. The Offeror shall also provide the details of its commercial pricing policies, copies of price lists (if available), and information concerning prior Government and commercial sales sufficient to establish the reasonableness of the proposed prices. Proposal Submission: Offers are due on February 29, 2000, by 2:00 p.m., at the Office of Naval Research, 800 North Quincy Street, Room 720, Arlington, Virginia 22217. Faxed/E-Mail offers will not be accepted. Requests for information should be directed to Joe Rofrano, (703) 696-2599. Selection Process: The selection process will be conducted in two-phases. In the first phase, a panel of Government personnel will evaluate the written proposals and documentation submitted on or before the solicitation closing date. Asecond phase will be conducted during which those deemed most qualified in Phase I will be required to install, demonstrate, and provide support to the proposed software during a live evaluation period. At the conclusion of Phase II the Government will make award to the one Offeror whose software represents the best value to the Government considering both technical and cost factors. For purposes of determining best value, technical capabilities will have significantly more importance than cost; however, to the extent that technical qualities of the proposed software are considered of equal value cost becomes more significant. Technical Evaluation Criteria: In Phases I and II, the evaluators will review proposals based on the following criteria: (1) Ability to interface to internal ONR data and systems without degrading current usage; (2) Effectiveness as a distributed desktop system; (3) Completeness, responsiveness and maturity of desired functionality; (4) Ability to provide a customized enhanced web/user interface; (5) Flexibility to accommodate new services for anticipated technological innovation; (6) Security features; (7) Reliability, maintainability and availability; (8) Licensing/subscription requirements; and (9) Upgrades/maintenance to installation, training, and evaluation is grounds for elimination from further consideration. In Phase II, Offerors will be required to install and demonstrate the system within the ONR infrastructure (using the software package submitted during Phase I), and provide on-site training to ONR evaluation users. No upgraded software may be substituted for that originally proposed by the Offeror. Phase II will allow ONR evaluation users to exercise the software and assess its capabilities for an agreed upon period of time (approximately one week), during which the Offeror will provide on-call support. The Offeror will be required to install the proposed system at ONR, 800 N. Quincy Street., Arlington, VA. The installation effort must be completed within a single workday between the hours of 7:30 a.m. to 4:00 p.m.. The day following installation, the Offeror will provide demonstration and training to ONR evaluation users. Demonstration and training must also be accomplished within a single workday. Failure to successfully complete installation and/or training in the period specified will be grounds for elimination from further consideration for award. All software will be returned to the submitting Offeror at the conclusion of the evaluation process. Bidders Conference: Interested offerors are encouraged to attend an industry briefing to be held on 15 February 2000 from 1:00 PM-3:00 PM. Offerors desiring to attend the industry day must notify Ms. Sharron Jones, ONR Code 36, telephone (703) 696-4580; no later than 11 February 2000 of their interest and the names of up to two (2) representatives who will attend the briefing on their behalf. The briefing will be held at the Office of Naval Research, 800 N. Quincy Street, Room 915, Arlington, Virginia. Personnel attending the briefing will be required to meet security access requirements for visitation of a government installation, which includes providing a picture identification and being subject to physical search. The purpose of the bidders conference is to discuss existing internal data structures and systems interfaces and information management tools to which the purchased software must be compatible.
