NASA/JSC plans to issue a Request for Quotation (RFQ) for graphite fibers impregnated with a proprietary cynate exter resin, or more commonly known as a prepreg material. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Hexcell. The authority for Other Than Full and Open Competition was approved on 02/02/00 based on 10 U.S.C. 2304(c)(1), FAR 6.302-1. This is a follow-on contract for continued development of technology that has patent rights. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
